Job Description

The Vice President, Government Affairs and Health Policy is responsible for leading Alcon’s overarching strategy to shape global and local policies, gather relevant information, engage with key government stakeholders, and lead globally to protect and drive adoption of Alcon’s technologies. This role is a senior position that is an integral part of an increasingly important global core competency for Alcon.

This role is also responsible for collaborating with global colleagues that manage these activities at the local level in order to drive strategy and execution. It will be critical that the Vice President will collaborate with counterparts in other functions and market access teams, which may involve Franchise Leadership teams, Government Relations, Regulatory Affairs, Health Economics and Outcomes Research, Strategic Pricing, Medical Affairs, and R&D. A successful candidate will work with regions and countries and align resources, strategy, and objectives to shared business priorities.

Understanding of Alcon’s global businesses in order to effectively identify, develop, and advocate company positions and interests. Working closely with Alcon’s senior management to develop policy positions and strategy.

Represent Alcon before national and international policymakers, payers, trade associations, provider groups and other external government entities. Directly or indirectly inform members legislatures and government agencies about the organization’s views on proposed and final laws and regulations.

Promote Alcon image and brand externally with government representatives and civil societies.

Develop strategy, guide, and facilitate executive sponsorship and representation with trade organizations and other industry entities of benefit to Alcon.

Collaborate to define payment policy and product reimbursement strategies across Alcon’s portfolio and how to optimize work with country government payment authorities (e.g. CMS in US).

Coordinate, track, and advise government-related activities across the organization. Managing Alcon’s outside government-relations consultants and working effectively with trade associations, coalitions, and lobbying firms. Assess, develop, and oversee a potential Alcon Political Action Committee (PAC) and PAC Board, including fundraising, development, and political-giving activities.

Develop and manage the GALT (Government Affairs Leadership Team), through strong leadership, strategic priority-setting, regular engagement, resource development, and best practice collaboration.

Harness the company’s global market access capabilities and enhance coordination among related market shaping functions. Work with country teams to over-see the development of internal policies, standards, and training, as well as implementation of resources and tools for commercial teams that leverage information-sharing opportunities with customers.

Ensures Alcon’s compliance with applicable rules, regulations, and disclosures relating to political engagement.

•Develop and establish a strategy for global and regional function teams
•Align and execute functional objectives to regional and cross-functional business priorities
•Legislation and policy interests for Alcon, including international trade and taxation
•High-level of engagement and collaboration with internal and external stakeholders
•Ensure functional support for business continuity and growth targets

Minimum requirements

Bachelor’s Degree, Advanced Degree Preferred

Minimum: 15+ years of relevant experience (medical device and/or healthcare industry experience preferred).

10+ Experience developing organization’s government affairs and health policy strategy required.

10+ Years of Demonstrated experience developing priorities, managing resources, and collaborating with market access, commercial, and other functional teams to achieve objectives. Experience and demonstrated success in organizing, leading, and managing cross-functional teams. Demonstrated experience delivering results through strong project management skills and leading teams.

Demonstrated success in influencing decision-makers, thinkers, and policy-makers locally, regionally, nationally, and globally. Experience working with elected officials, legislative leaders, and staff in substantive policy areas
Proven ability in the development, management, and advocacy of policies and positions.

Strong relationship-building and collaboration skills
Proven ability to work in a fast-paced environment, both independently and as part of a team.

Excellent oral and written communication capabilities that have been leveraged with external customers, internal stakeholders, and senior leadership.

Analytical, problem solving, persuasive ability to develop and implement strategic plans.

Strong public speaking skills required.

Preferred: experience working with government affairs departments, professional lobbying firms, or other groups focused on legislation and regulation.
