Full Job Description


Lead the planning, development, and implementation of industry policy positions and political advocacy strategies for both federal and state governments.

  • Work in cooperation with the Vice President of Communication and Marketing to identify key communication and grassroot strategies that support CLA’s key state and federal legislative and regulatory policies.
  • Strategically analyze all relevant state and federal legislative initiatives including the identification of emerging policy issues, to determine potential impacts on the crop protection industry.
  • Communicate legislative and regulatory threats and opportunities to CLA Leadership and members, as needed, to ensure member support and engagement.
  • Determine need for, and direct the preparation of, effective advocacy materials including, background papers, issue briefs, talking points, correspondence, and testimony for use by CLA representatives and allied organizations.
  • Establish and maintain working relationships with members of Congress, congressional committee staff, regulatory agency officials, and key state officials.
  • Actively lead and/or participate on association committees and multi-disciplinary teams to develop plans and policies for addressing current and emerging crop protection industry issues.
  • Work closely and effectively with state and federal contract lobbyists, as needed, to supplement CLA staff work, solicit needed expertise, and/or reach key contacts who can support CLA policy implementation.
  • Initiate, provide leadership for, and effectively work with, key stakeholders and allied organizations to address specific policy matters of importance to CLA.
  • Manage development and implementation of grassroots activities in support of the objectives of CLA and its member companies.
  • Oversee the CropLife Political Action Committee (CLPAC) to increase available funding, expand CLA Member engagement, and ensure a sound distribution strategy that supports CLA’s policy priorities.


Bachelor’s degree in a relevant discipline is preferred. Graduate degree preferred.

  • 12-15 years of progressive leadership experience in state and/or federal government relations.
  • Proven understanding of legislative and regulatory process, including rules and procedures of relevant legislative and regulatory bodies. Ability to collaborate with CLA Legal Department to develop legislative and regulatory proposals that support the crop technology industry.
  • Expert knowledge of primary statutes and regulations governing the crop technology industry.
  • Basic understanding of the science related to issues, including the data development required to support pesticide registrations and ability to comfortably discuss scientific issues with government officials and other stakeholders.
  • Proven and effective leader with an inclusive and supportive management style.
  • Excellent verbal and written communication skills with an ability to produce effective communications materials, including the ability to distill complex and/or technical information into concise, influential communications.
  • Proven ability at listening, consensus building, and the ability to build and maintain trust within internal and external relationships.
  • Strong analytical, interpretive, evaluative and constructive thinking skills.
  • A demonstrated understanding of nonprofit organization management and influence.
