Areas of Accountability:

The Vice President of Public Affairs establishes a solid understanding of the expectations of the Bank’s internal and external stakeholders through proactive collaboration with the Bank’s internal business lines and aligning communications strategies with the targeted objectives of each business area.

Principal Duties and Responsibilities:

External Communications:

Working with media relations team to share the Bank’s research, policy positions, activities and presence within the District as well as with targeted stakeholders nationwide and worldwide; directs all external media communications and partners with key internal functions to preserve and advance the Bank’s reputation.

Aligns the external and internal communications strategy with the Bank’s digital communication strategy, working in close collaboration with the digital team.

Partners with colleagues across the Bank to target outreach strategies for external stakeholders, including elected officials and policymakers to deepen their knowledge and understanding of the Federal Reserve System.

Establishes a solid knowledge base of key issues and priorities for all Bank departments engaged in public outreach; partners with functional experts to develop and oversee communications.

Directs and provides vision for projects and programs that enhance consumer and economic education for the general public, including public understanding of the monetary, regulatory, economic and financial issues relating to banking and Federal Reserve System.

Oversees the “Money in Motion” exhibit staff, assuring the general public has a positive experience and understanding of the Federal Reserve System and how money is made and used.

Assures all conferences and events meet and exceed the expectations of our stakeholders.

Represents the Third District on the Conference of President’s Subcommittee on Public Information, which influences policy and strategic direction for Federal Reserve System-level communications.

Collaborate with speechwriter on executives’ remarks.


Internal Communications:

Develops and implements the Bank’s internal communications strategies according to its mission and priorities.

Leads and oversees the Bank’s public affairs department including the production of the Bank’s publications (Editorial Services).

Works with the Bank’s internal stakeholders through proactive collaboration to develop and implement a comprehensive Bank-wide internal communications plan that promotes the Bank’s business strategy and management direction as well as the targeted objectives of each of the business areas.

Collaborates with subject matter experts on action plans, briefs, policy papers and other response documents; anticipates issues that may arise and prepares the Bank and its senior leadership accordingly.

Acquires tools, processes, metrics, and performance indicators to measure the effectiveness of the Bank’s communications activities as well as to refine and improve communications strategies.

Organizes and coordinates the Bank’s communications during emergencies or crises for internal and external stakeholders.

Builds a strong team that meets the needs of its clients.

Fulfills job duties and responsibilities in conformance with sound safety practices.

Performs other related duties and responsibilities as assigned.

Position Requirements:

Education & Experience:

Bachelor’s degree in public relations, journalism, economics, or a related discipline; master’s degree strongly preferred.

A minimum of 10 years of experience in public affairs or strategic communications, including at least 7 years as a manager in a high-level policy-related communications environment.


Knowledge & Skills:

Prior experience in the Federal Reserve System or similar organization preferred.

Knowledge of economics, banking, and/or the financial system strongly preferred.

Accomplishments that reflect strategic thinking and alignment of strategic plans, tactics, and metrics with business objectives.

Solid experience in crisis communications with a proven ability as an effective leader in times of crisis and an ability to provide insight on best practices for crisis communications.

Proven experience in advising and collaborating with executive leadership.

Ability to collaborate productively with colleagues throughout an organization.

Demonstrated experience as an advanced team leader and manager.  Strong ability to motivate and manage the work of a dynamic team with a desire to deliver world-class communications.

Excellent writing and oral communication skills.

Strong business acumen and proven ability to evaluate costs, risks, and benefits associated with alternative actions before decision-making.

Avid reader with a high degree of intellectual curiosity who stays up-to-date on known issues and is able to spot emerging trends .

Discretion and sensitivity in handling confidential and complex issues.
