Vice President, Public Affairs and Campaigns

The Vice President, Public Affairs and Campaigns serves within the Public Affairs Department and provides political, communications, and policy expertise to help shape and drive the association’s external affairs and positioning. The role oversees stakeholder engagement and strategic campaigns while proactively identifying opportunities to advance AHIP’s priorities. The position works closely with senior leaders across the association and industry who engage in earned media, coalitions, campaigns, and strategic communications.

Specific Responsibilities

Strategic Campaigns:

  • Proactively identifies, develops, and executes fully integrated public affairs campaigns that support AHIP’s strategic initiatives.
  • Identifying creative ways to engage on core issues (e.g. healthcare policies) and new opportunities.
  • Manage campaigns that combine research, earned and paid media, public opinion polling, grassroots engagement, outreach to elected officials, coordination with AHIP member plans, internal coordination, and other responsibilities.
  • Oversee vendor and consultant activities and budgets and is responsible for delivering quantifiable and visible results on AHIP campaigns.
  • Oversee a Director of Public Affairs & Campaigns and is responsible for maintaining all of AHIP’s coalition assets including websites, social media profiles, and other communications content.

Third-Party and Ally Development

  • Supports AHIP’s advocacy activities on industry priorities by developing and maintaining strategic partnerships and relationships with third-party stakeholders and allies. This includes building coalitions, mobilizing industry partners, managing third-party donations, gathering intelligence on key legislative and regulatory priorities, and serving as AHIP’s representative for outside coalitions and groups.
  • Identify and create opportunities for AHIP and AHIP staff to advocate for industry priorities through public events and meetings. The role involves close coordination with AHIP’s other advocacy areas and requires working with senior leaders in Federal Affairs, State Affairs, Clinical Affairs, and Policy and Regulatory Affairs.

Political Strategy & Outreach:

  • Helps lead AHIP’s political strategy by assessing the political landscape to identify threats and opportunities, providing in-depth political analysis to internal and external stakeholders, developing and executing an outreach strategy to key national political allies, on a bipartisan basis, to advance industry priorities. This includes developing and executing proactive political information campaigns with the Executive Vice President of Public Affairs to provide AHIP member plans and outside partners with usable intelligence and strategy to help guide decision making.

Strategic Plan and Budgeting: 

  • Develops, executes, and budgets AHIP’s yearly strategic plan across all priority areas. Responsibilities include coordination with senior AHIP staff involved in long-range planning, yearly strategic plan development, budget prioritization and management, and implementation tracking and reporting of strategic plan benchmarks.

Policy Communications: 

  • Supports the Public Affairs Department’s role in providing counsel on policy matters, including by serving as counsel on the association’s research pipeline, the roll-out of reports, and the development of messaging relating to specific policies.
  • Represents Public Affairs at committee and workgroup meetings
  • Provides updates on behalf of the department
  • Proactively identify opportunities for broader engagement.
  • This position includes management of one member of the Public Affairs/Strategic Communications team and day-to-day management of multiple consultant teams.
  • Performs other duties and special projects as assigned.



  • Demonstrated success in building external relationships with third-party groups.
  • Ability to collaborate and work across the organization with a wide range of colleagues, maintaining a team-orientated approach.
  • Possesses strong management, organizational and communications skills.
  • Strong oral and written communication skills, including confidence when speaking and presenting to groups.
  • Familiarity with health care policy issues and keen sense for politics
  • Ability to work well under pressure, to meet deadlines, and to prioritize a large number of tasks.
  • Professionalism is a must in this role.
  • Detail-orientated.


  • Bachelor of Arts (preferably in political science)
  • 10+ years of experience in political campaigns and/or Hill experience
  • Professional experience in healthcare policies
  • Professional experience in grassroots/organizing
  • 8+ years of communications and/or media experience
