Position Summary

The position is responsible for overseeing the development of ACC’s policy responses to regulatory and legislative proposals at all levels of government, as well as their execution before regulatory agencies.   The position leads a staff of technical experts in priority ACC issue areas to identify, analyze, recommend and prioritize appropriate action for issues of concern to ACC and its members.  The position works closely with ACC senior management to develop and execute strategies to achieve ACC’s advocacy objectives in other state, federal and international venues.   The position is also responsible for overseeing ACC’s science and research function, including the Long-range Research Initiative (LRI).  The position interacts frequently with ACC member company representatives as well as senior business and government officials.  The position reports directly to the President and Chief Executive Officer.

Major Duties and Responsibilities

  • Plans and directs all aspects of ACC’s regulatory and technical policies, objectives and initiatives.
  • Oversees the preparation of technical and policy materials in support of ACC’s advocacy goals and objectives.
  • Oversees the monitoring, analysis, and tracking of emerging issues as well as developments and trends on relevant issues that could be advanced through relevant regulatory, international intergovernmental, and technical areas.
  • Ensures timely assessment and summary of regulatory proposals as well as proper coordination of ACC and member company comments on proposals.
  • Builds and maintains strong working relationships with high-level technical experts, credible third parties, key staff in academic and research entities, and key officials in regulatory agencies.
  • Provides recommendations and updates to the ACC Board of Directors and senior staff on key issues and programs and initiates necessary follow-up on appropriate items.
  • Serves as a member of the ACC senior management team and maintains responsibility for ensuring the coordination and alignment of Regulatory and Technical Affairs with other ACC departments/divisions.
  • Oversees the overall work activities of employees within the Regulatory and Technical Affairs department, including establishing performance objectives, conducting performance reviews, and facilitating employee development for direct reports.
  • Oversees development of the department’s annual operational budget.
  • Performs other related duties as assigned.

 

Qualifications/Requirements

Required

  • Bachelor’s degree in related field.
  • 15 years’ progressively responsible professional level chemical or related industry or government experience.
  • 10 years’ experience in technical, scientific, legal or policy field.
  • Demonstrated knowledge of chemical and health regulatory, legislative, programmatic, or scientific issues, challenges and activities.
  • Strong written and oral communications skills, as well as the ability to give internal and public presentations.
  • Ability to cultivate and manage high quality stakeholder relationships.
  • Ability to build consensus, work in a team environment, and coordinate across multiple groups within a large organization.
  • Ability to process complex, technical, abstract verbal and written information for purposes of establishing positions as well as recommending strategy, direction and action plans.
  • Expertise as a senior-level leader with demonstrated skills in leading, coaching and mentoring staff.
