Job Description
The Vice President State Government Affairs, reporting to the Senior Vice President of Government and Public Affairs, will play a significant leading role in developing and implementing state advocacy strategies that align with CVS Health’s business priorities, building the company’s reputation and enhancing long-term objectives as a health care innovation company. The position will be responsible for coordinating the protection and enhancement of CVS Health’s interests with state and local governments; overseeing the development and execution of political, legislative, procurement and regulatory programs and strategies in all fifty states to ensure favorable public policy outcomes.

The Vice President of State Government Affairs oversees a nationwide team of internal and external lobbyists, supporting retail and specialty pharmacy, health insurance and pharmacy benefit management business units. The Vice President is responsible for monitoring, analyzing and preparing for emerging and existing regulatory and legislative issues affecting the enterprise and consulting with senior management across the organization to determine the impact on the business. S/he will elevate the political and economic profile of the enterprise with key local and state public officials and ensure the planning of tours, site visits, and the visibility of local corporate announcements in conjunction with public affair partners. S/he will support the business procurement efforts in state and local health insurance programs, including Medicaid.

A successful candidate will have excellent oral and written communication skills, take initiative and be self-directed, have experience managing multiple issues, the ability to handle competing priorities in a high-pressure environment while providing support and guidance to key business leaders. A successful candidate will have the ability to work in close collaboration with partners in government affairs, policy, public affairs and communications. S/he will manage key trade association relationships. S/he will partner closely with Federal Government Affairs and the Public Policy teams to align priorities and efforts and maximize resources.

Required Qualifications
• 12+ years State lobbying experience
• Experience in managing advocacy campaigns
• Experience managing state corporate political contributions
• Experience working with inter-governmental organizations
• Experience managing high performing teams in separate locations
• Ability to travel 50%+
• Subject matter expertise in general health care issues, commercial health insurance, and Medicaid.
• Previous experience in a corporation or trade association
