VP, Government & Industry Relations

YOUR ROLE
As the Vice President, Government and Industry Relations for Genworth, you will Report directly to Genworth’s General Counsel and be accountable for setting and executing the Government and Industry Relations Strategy for Genworth’s U.S. Life insurance businesses and CareScout services and long-term care insurance businesses. This individual will coordinate with Genworth’s businesses to set Genworth’s Government and Industry Relations Strategy, engage in direct state and federal lobbying efforts, lead and manage a team of talented GR professionals, and oversee the activities of any contract lobbyists and Genworth’s PAC. Strong leadership skills are a requirement.
What you will be doing
- Regularly interact and develop strong relationships with state insurance commissioners, Governors and Governors’ senior staff, state and federal legislators, industry peers and other stakeholders; coordinate / facilitate interaction between those stakeholders and internal Genworth teams
- Be intricately involved in Genworth LTC in-force rate action strategy and execution
- Develop and execute government and industry relations strategies for Genworth’s CareScout services and insurance businesses
- Engage effectively with internal stakeholders, including senior leaders
- Monitor and analyze impact of proposed legislative and regulatory measures; including engaging with internal business resources to determine scope and impact
- Serve as a strategic resource for the Company’s business teams so that marketing and development plans for specific products reflect changing state and federal policies
- Contribute to policy research and development activities; engage third parties (trade associations, ‘think tanks’, etc.) to find common cause and advocates to advance Genworth’s business priorities
- Represent Genworth’s position, strategy and intent to all appropriate Governmental agencies and staff
- Integrate business strategy with legislative and industry trends along with the ability to assist the business in formulation of business plans
- Be a strong personal advocate and skilled public communicator
- As a fully engaged part of a team, develop, execute and report on government relations plans that advance Genworth business strategies
- Identify key internal and external stakeholders on relevant issues and formulate relationship, communication, and advocacy strategies
- Provide advice and counsel to business teams regarding product filings, in-force filings (and other regulatory submissions), including LTCI rate actions and the existing and proposed laws and regulations governing such filings
- Prepare and conduct training and education, formal and informal (including preparation of materials), for policymakers, regulators and other stakeholders
- Possess and model the Genworth’s values, exceptional leadership skills and have high levels of competence in the following areas: collaboration, communication, customer focus, leadership and influence and results-orientation
What you bring
- Bachelor’s Degree
- Minimum of 10-15 years in a legal or government relations position with particular emphasis on regulatory affairs and policymaking within highly regulated industries
- Strong insurance product experience, preferably with a focus on some or all of the following: long-term care insurance, long-term care services, long-term care or medical provider networks
- Ability to collaboratively develop strategies with the business, while providing guidance on government relations aspects of those strategies
- Demonstrated ability to work with a wide range of stakeholders, including senior executives, regulators, legislators and other elected and appointed public officials
- Proven track record of internal and external-facing personal advocacy and relationship building
- Excellent political acumen, instinct, and aptitude; robust understanding of the various state and federal legislative processes; proven ability to think critically, develop and implement strategy
- Excellent organizational and negotiation skills, strong interpersonal skills, excellent oral and written communicator, and vigorous analytical and decision-making skills
- Ability to work effectively in a culturally diverse work group
- Proven track record of leading teams in addition to managing effectively in a matrix environment
- Ability to effectively organize and present to internal and external stakeholders and in international settings
- Ability to travel up to 50% of the time
Preferred Qualifications
- Juris Doctorate and/or MBA degree
- Prior experience with Long Term Care Insurance, and in particular interacting with regulators with respect to LTCI rate actions
- Knowledge of Medicare and/or Medicaid
- Experience in State government, particularly as an insurance regulator or with a Legislative or Executive branch in a policymaking role
