VP Government Relations & Workforce Development

National Retail Federation

NRF is seeking a VP Government Relations & Workforce Development to direct and execute advocacy efforts on federal and state policy agenda. Key federal issues include employee and health benefits policies, labor management, and workforce development. Build on and maintain NRF’s visibility and influence among national policymakers and other key stakeholders.

Essential Functions

• Serve as NRF chief labor and workforce lobbyist and direct departmental lobbying activities, advancing industry priorities and objectives and positioning NRF as a leader in these areas

• Responsible for lobbying key House and Senate workforce committees as well as federal agencies including the White House, Office of Management and Budget, Department of Labor, Department of Health and Human Services, Department of Treasury, National Labor Relations Board, Occupational Health and Safety Administration, Equal Employment Opportunity Commission

• Direct and coordinate NRF Committee on Employment Law

• Direct and coordinate NRF Health and Employee Benefits Committee

• Monitor, analyze, and keep abreast of key developments in labor and workforce policy arena, including legislative initiatives, policy proposals and procedures

• Attend congressional hearings, conferences, meetings, and special events as necessary

• Consult with NRF Political Affairs team to help coordinate and direct Retail PAC contribution strategy for House and Senate candidates

• Coordinate production and dissemination of internal and external communications, including legislative updates, issue briefs and testimony on departmental legislative and regulatory activity

• Performs other duties as assigned


• Bachelor’s degree (JD or master’s degree desired)

• Minimum of ten years substantive experience working in a fast-paced environment on federal legislative and regulatory issues and demonstrated committee policy experience

• Exceptional knowledge of legislative, regulatory, and political process

• Experience convening groups of policy makers, stakeholders, researchers, and other constituencies

• Demonstrated ability to forge consensus from diverse opinions and articulate solutions positively

• Advanced critical analysis skills; strong strategic skills; ability to effectively prioritize tasks; performance and outcome driven

• Produce effective, accurate and concise written product

• Exceptionally strong communication and presentation skills

• Proven team player approach, effective in collaborating, motivating, mentoring, and leading

• Some travel
