Liberty Mutual, the largest U.S. based global property casualty insurer, is seeking a Vice President to lead its international-focused government affairs advocacy.  Strong candidates have 10-15 years’ experience working on U.S. or E.U. trade policy and a solid understanding of U.S. trade agreements (including WTO Agreements) and the U.S. trade policymaking process in both the Congress and the Executive Branch.  Some understanding of insurance or other financial services sector international public policy priorities is desirable, but not required.  Strong candidates are those who tackle challenges with enthusiasm, creativity and leadership.

 

Responsibilities:

  • Engage with political and career trade policymakers on the Hill and in the Executive Branch, building relationships and positioning Liberty as a trusted voice on trade priorities and policy development.
  • Develop and execute strategies to eliminate regulatory barriers and other impediments to Liberty’s businesses in target markets, including work to develop new bilateral and multilateral trade rules.
  • Work with Liberty’s business units and corporate departments to promote sensible international regulatory policies that are consistent with Liberty’s interests.
  • Work closely with key client groups, including business units, the Finance and Investment Departments, Global Compliance & Ethics and the Office of Sustainability to support specific international trade, regulatory, and legislative initiatives.
  • Support business units, corporate departments, and in-country operations with operational and transactional interventions, leveraging U.S. and third country trade, administrative, legislative and regulatory relationships.
  • Monitor and evaluate U.S. and global trade policies and communicate relevant developments to senior management and internal business partners.
  • Manage Liberty’s U.S. based trade counsel and E.U. based consultant.
  • Manage and lead Liberty’s participation in leading international trade-focused trade associations, including the Coalition of Services Industries, and U.S.-India, China and ASEAN focused associations.
  • Qualifications:Advanced degree (JD or Master’s) preferred, but not required.  A minimum of 10-15 years of trade policy experience.  Excellent – or ability to establish excellent – executive and legislative branch and Embassy relationships.  Strong knowledge and understanding of U.S. trade policy and agreements and an understanding of, or interest in learning, the P&C insurance sector.  Demonstrated ability to solve market access problems by combining technical trade knowledge and knowledge of executive/legislative processes. Excellent interpersonal skills and communication skills, both oral and written, as well as excellent advocacy and negotiating skills. Ability to think on one’s feet in dynamic situations and make decisions within appropriate range of authority.  Ability to represent company in settings with senior business leaders, as well as with U.S. and foreign government officials. Ability to manage outside counsel and trade associations and lead ad-hoc industry coalitions.
