VP, Policy & Government Relations – PCHP

Responsible for managing Public Policy and Government Relations initiatives, assuring the best interests of Parkland Community Health Plan (PCHP), its members and the community are served. Ensures the visibility and positive public image of PCHP are effectively promoted at the community, state and federal level.
-Must have a Master’s Degree in Business Administration, Healthcare Administration, Public Health Policy, Public Administration, Corporate Communications, or Public Policy Development.
-Must have ten years of experience in roles requiring expertise in local and/or state public policy, advocacy and government relations experience in Texas, including five years of management experience.
-Texas Medicaid experience is required.
Equivalent Education and/or Experience
-May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.
-Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
-Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
-Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.

-Must be able to demonstrate an in-depth knowledge of healthcare legislation.
-Must be able to communicate and address issues and concerns with high level elected and appointed officials (e.g. senators and congressional representatives, federal agencies, state senators and representatives, state agencies and their staffs) and local elected and appointed officials.
-Must be able to demonstrate the ability to collaborate with community groups, the media, trade associations and other organizations to provide guidance to the Executive Director in efforts to enhance healthcare delivery in the Health Plan’s Service Delivery Area.
-Must have proven excellent written and verbal communication skills with demonstrated leadership ability.
-Must be able to demonstrate an in-depth understanding of health care industry issues and government processes.
-Must have an in-depth knowledge of managed care organizations including operations, administrative standards, regulations and practices.
-Must be able to review and analyze government literature and serve as a conduit for the dissemination of information to PCHP staff.
-Must be willing to travel (including 75-100% during legislative sessions).
-Provides oversight with regard to relationships with other managed care organizations, PCHP’s internal and external partners and community service organizations in government policy and community health related issues and programs.
Maintains positive relationships and acts as primary liaison to local, state and federal governing bodies by representing PCHP and the health care industry with regard to changes in legislation and regulations impacting PCHP.
-Supervises the federal and state government agenda for PCHP, ensuring the interests of the Health Plan, its members and the community are best served.
-Identifies and analyzes emerging and ongoing government issues and legislation.
Monitors legislation and events at federal and state levels, providing information on trends, key legislators and advocacy groups.
-Manages the research, facilitation, and development of government, regulatory, and funding initiatives to further the mission of PCHP. Monitors program outcomes to define success for initiatives.
-Develops PCHP initiatives to enhance and complement efforts by TAHP and TACHP in their advocacy roles.
-Provides consultative advice to PCHP and the Hospital District regarding changing market conditions and state/national policy direction.
Assists in making strategic policy decisions.
-Serves on advisory committees on the national, state, and local level to represent the health plan in public policy making, acting as an advocate and resource for issues that impact the health plan.
-Manages assigned consultant staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to internal and external customers.
1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
2.Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure.
3. Integrates knowledge gained into current work practices.
4. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area.
5. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans.
6. Seeks advice and guidance as needed to ensure proper understanding.
7. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
8. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
9. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.
10. Ensures that assigned employees receive opportunities to further their knowledge.
