The Role

This position provides senior leadership, consultative advice, and strategy development on state legislative and regulatory matters under the direction of the Head of Public Policy. As a member of the Public Policy team, s/he works collaboratively to ensure a coordinated, unified approach to promote and accomplish Lincoln Financial’s public policy goals and to ensure that the company is among the leading voices in public policy debates affecting its interests and businesses. This includes monitoring, analyzing, and recommending policy; advocating on issues affecting the company and the financial services industry; assisting in obtaining regulatory approvals and guidance; and crafting, implementing; and monitoring state regulatory and legislative strategies to successfully advance the company’s short term and long term objectives.


Relationship Management

  • Build and maintain productive working relationships with state legislators, regulators, other public officials, and thought leaders, particularly in Indiana and New York as states of domicile, to ensure that the company’s priorities and positions are fully understood and that products and corporate transactions are approved in a timely manner.
  • Build and maintain productive working relationships with trade association staff, industry colleagues, and other stakeholders to identify, anticipate, influence, and manage key issues.

Issue Identification and Prioritization

  • Establish effective internal relationships with senior management and business leaders to ensure a thorough understanding of the company’s businesses and operations and its strategic direction and objectives.
  • Assist those business and senior management leaders in understanding the current state legislative and regulatory environment and the challenges/opportunities facing the company and industry.
  • Provide strategic insight on emerging trends.
  • Identify key state issues impacting the company and work with business and senior leaders to prioritize and lead the development of the management of those issues.
  • Keep management and other key leaders informed of state legislative and regulatory developments and progress.


  • Work to shape legislative and regulatory policy and agendas in ways that will better serve customer needs and expand the market place for our products and services, including educating policy makers and other stakeholders of the role mission of the insurance industry and our company.
  • Develop strategies to help shape favorable state regulatory and legislative outcomes and defeat proposals that are costly and detrimental to the company and that do not advance the interests of our customers.
  • Pursue state legislative and regulatory opportunities to improve the business climate for the company and advancing the interests of our customers, shareholders, and other key stakeholders.
  • Lobby, testify, and produce advocacy materials in support of the company’s positions.
  • Hire, retain, and effectively manage consultants as needed from time to time in support of the company’s advocacy.

Industry Leadership

  • Take leadership roles in industry associations and help manage and influence association policy and activities in support of the company’s priorities.
  • Build and maintain productive working relationships with trade association staff, industry colleagues, and other stakeholders to identify, anticipate, influence, and manage key issues.
  • Build, participate in, and effectively manage company participation in industry coalitions in support of or opposition to specific legislative or regulatory matters.

Professional and Ethical

  • Be respected as a trusted, knowledgeable representative of the company and the industry.
  • Represent the company at all times in a professional  and ethical manner in accordance with all corporate policies and all applicable ethics, lobbying, gift, and campaign finance laws.
  • Ensure compliance with all state lobbying registration and political contribution disclosure and reporting requirements.

Team Participation

  • Assist in the development of processes and procedures to ensure a high level of responsiveness to business needs as a part of the Public Policy team and the Legal Department.
  • Promote new ideas, new approaches, and new solutions to advance the public policy function.
  • Coordinate activities with all Public Policy team members.
  • Embrace diversity of thought, action, and deed in all undertakings.



  • 4 Year/Bachelor’s Degree or equivalent work experience
  • Law degree from an ABA-accredited law school is preferred


  • 5+ years of experience in public policy, government relations or related field, as exhibited by extensive experience working with state legislative and regulatory bodies, trade associations, and insurance/financial services industry coalitions to advance key issues, including developing, implementing, and monitoring state legislative/regulatory strategies.
  • Demonstrated knowledge and an understanding of insurance regulation, the National Association of Insurance Commissioners, and industry trade associations preferred.
  • Demonstrated ability to operate within the legislative and regulatory process, rules, and protocols governing those processes.
