Collaboration is paramount both internally and externally with key partners to coordinate and implement advocacy positions and engagement on policy matters impacting the development, authorization, and commercialization of FDA-authorized smoke-free products, as well as advancing tobacco harm reduction in the U.S. for the benefit of public health.
Regulatory & Public Policy Role
As a member of PMI’s Regulatory & Public Policy team, you will be responsible for working closely with the state government affairs team to develop strategy and tailored programs facilitating appropriate policies and regulations for smoke-free products, including Under-21 prevention efforts. You will serve as the lead in identifying and understanding key policy issues to develop positions and proposals that address legislation affecting state tobacco regulation and taxation. As a subject matter expert, you may be called upon to speak or represent the company on specific topics or policy issues. This position works directly with PMI’s state government affairs team, among others, and will be an integral part of the U.S. External Affairs team based in Washington, D.C.
Your ‘day to day’:
- Listen, think, study, communicate, collaborate, share, align, resolve key tobacco policy issues in the U.S.
- Set the strategic direction for PMI’s work on state regulatory and tax policy.
- Serve as an in-house expert on critical state regulatory matters, including differentiated regulation and taxation and policy.
- Independently research, track, and analyze available state and federal legislation and data to develop specific recommendations and proposals.
- Produce research reports and model positions on key policy issues.
- Develop and design advocacy materials, prepare talking points, and serve as a specialist for state advocacy.
- Bridge communication, facilitate decision making among key partners.
- Manage outside vendors and work collaboratively internally and externally to assess and present on important policy topics.
Who we’re looking for:
- Excellent political, analytical, and communications skills.
- Ability to collaborate and work effectively in a team environment.
- Serve as an in-house expert on regulatory, economic, and tax policy initiatives.
- Proven ability to communicate evidence-based policy guidance.
- Advanced degree in Health Policy, Economics, or Law.
- 7+ years of experience with state-level policies, legislation, and politics.
- 5+ years of private industry experience, preferably relating to regulated consumer goods and policy.
Annual Base Salary Range: $188,000 – $258,500
