### Salary Range
$121,086.04 to $164,126.33 Annually

### Job Summary
The Policy Advisor – Tax, Trade, and Accounting supports API in the analysis of public policy, development of policy positions, and advocacy on tax, trade, and accounting issues as they relate to the oil and natural gas industry. The Policy Advisor will be responsible for leading API’s development on policy positions for trade, international investment, and customs, and will support the Director, Tax and Trade Policy and the Senior Policy Advisor, Tax and Accounting in the development and communication of policy positions for tax and accounting. Leads the API committee responsible for trade, international investment, and customs; supports API committees on tax and accounting; and works across other API departments to formulate and promote relevant API policy positions.

### Duties/Responsibilities
– Monitors federal trade and customs regulations and legislation as well as policy developments of international organizations like the World Trade Organization that are relevant to the US oil and natural gas industry and to API member companies.
– At the direction of Director, Tax and Trade Policy, monitors the same for tax and accounting issues.
– Provides quick and concise analysis of policy making on trade, customs, tax, and accounting, and provides updates to Tax, Trade & Accounting team and to API management.
– With supervision from Director, Tax and Trade Policy, manages API committee and workgroups focused on trade, international investment, and customs – convening API member companies to reach consensus on API policy positions. In cooperation with API member company committee chair, sets agenda, arranges meetings, and acts as a facilitator and advisor at those meetings.
– Coordinates with the other teams within the Policy, Economics & Regulatory Affairs Division – Upstream, Midstream, Downstream, and Natural Gas Markets – to ensure that API’s policy positions are inclusive of any of the relevant interests of the segments of the industry value chain.
– Coordinates with other API Divisions and teams, especially API Federal and State Relations, as appropriate, to help API and committees develop and implement the necessary advocacy strategy to address the relevant issues. Leads Policy Division partnership with API Federal Relations on trade, international investment, customs, and accounting policy.
– Drafts API comment letters on proposed regulations and other pending agency actions and represents the industry and promotes its positions before federal regulatory agencies and Congress.
– Manages API’s participation in other trade associations and coalitions to implement and achieve API’s policy positions on trade, international investment, customs, and accounting policy.
– Develops relationships and coordinates issues with allied oil and natural gas and business organizations, as well as other third-party stakeholders for the purpose of building broad support for relevant issues.

### Key Relationships
– This position reports to the Director, Tax and Trade Policy.
– This position supports the Senior Policy Advisor, Tax and Accounting.
– This position does not have any supervisory responsibilities.
– Works closely with other departments, segments, and multi-disciplinary teams to ensure coordination of activities and to facilitate communication of pertinent research results.
– Works with the Government Affairs Division to anticipate and identify legislative and regulatory opportunities and/or issues at the federal, state, and local levels. Guides efforts appropriately to ensure consistency and alignment with overall market development strategy.

### Qualifications
– Requires 5-7 years of experience in policy issues or a similar role or subject matter.
– Bachelor’s degree in a relevant discipline or other related field equivalent work experience.
– Experience in a relevant government agency, Congressional office, Congressional Committee staff, or think tank preferred.
– Must have demonstrated abilities in interpreting and analyzing federal regulation/legislation and developing broad issues management strategies.
– Recognizes and quickly understands issues that significantly impact the industry.
– Must quickly respond to events and provide information/data for API to communicate an industry viewpoint.
– Excellent communications (both written and oral) skills are essential along with strong interpersonal and collaborative skills as well as time management and strong organizational skills.
– Communicates technical or complex issues in a simple, clear manner for broad understanding and to meet the audience’s expectations. Must be able to provide effective, accurate, and concise written products. Must be able to communicate effectively with member companies, other API staff, and other trade association representatives.
– Effectively communicates points of disagreement, facilitates development of consensus positions, and articulates solutions positively.
– Demonstrates organization and planning skills to execute project/issue effectively and on time. Demonstrates ability to prioritize and work quickly under pressure.

### Physical Requirements
– Able to remain in a stationary position working on a computer.
– Move about the office to access office machinery, meeting rooms, etc., on occasion.
– Operate a computer and other office machinery such as printers and copy machines.
– Transport items and equipment up to 10 lbs. on occasion.

### Travel Requirements
– Up to 25%
