Freedman Consulting, LLC, a strategic consulting firm, seeks a skilled Manager to research and support the development and design of new programs that support city-government efforts to harness resources and develop innovation capacity with the Bloomberg Cities Insights Unit.

The Manager, Program Research, will join a dedicated unit of content development and research professionals working in partnership with Bloomberg Philanthropies’ Government Innovation (GI) team to:

  • Uncover, distill, and produce intelligence that keeps the team and its work at the forefront of what’s happening in cities; and,
  • Inspire local leaders to adopt new, effective ways of working.

The Insights Unit is part of a 50-person firm that offers strategic consulting services to foundations, nonprofit organizations, and public interest coalitions, partnering with many of the nation’s leading philanthropic institutions.

Key Responsibilities

  • Performing landscape analyses to test concepts and generate options for programming
  • Conducting strategic planning to support programming, including identifying and assessing prospective partners, timelines and roadmaps, initial measurement and governance frameworks
  • Creating and drafting templates and documentation including memos and presentations for executive audiences, to underpin programming, and generate executive and stakeholder support
  • Staying abreast of the latest developments in programming and grantmaking to city leaders and for government innovation, sharing insights with client leadership
  • Supporting client leads with research, developing communications materials, and contributing to strategic initiatives
  • Developing initial program concepts that respond to emerging needs, insights, and trends and that align with the client’s focus and values

Qualifications

The ideal candidate will have:

  • 5-7+ years of experience in strategy consulting, strategic research, program strategy, or other related fields
  • A bachelor’s degree in a social science such as government, political science, or public policy or equivalent professional experience
  • Proven track record of leading and managing complex research and/or strategy projects
  • Strong analytical skills, with the ability to interpret and synthesize multiple data and information streams
  • Excellent writing and communication skills, with the ability to distill complex information into clear, actionable insights and produce compelling frameworks
  • Experience in program-design processes, stakeholder-governance, and metrics/KPI development
  • Skill in creating compelling documentation and presentation materials (i.e., memos, presentation slides) for decision makers and executive audiences
  • Ability to plan, prioritize, track, and meet deadlines for multiple projects in a fast-paced environment
  • Comfort with ambiguity, resourceful in identifying and navigating obstacles, and able to approach complex issues critically and strategically
  • Strong collaborative approach and demonstrated success working internally and externally with clients to optimize program success
  • An interest in local government and/or public-sector innovation

Full salary range for this position is $100,000-$125,000. In addition to base annual compensation, Freedman Consulting offers a comprehensive benefits package and discretionary annual bonus based on individual and firm performance. The firm’s comprehensive benefits package includes healthcare coverage, a 401k profit-sharing plan, paid vacation, personal and sick leave, and other valuable benefits. The starting salary is determined based on the candidate’s knowledge, skills, experience, internal equity considerations, and budget availability.
