## POSITION: Assistant Director of Housing Programs & Services
**REPORTS TO:** Director of Housing Programs & Services
**STATUS:** Full Time – Salary – Exempt

## Overview
The Assistant Director of Housing Programs & Services provides day‑to‑day leadership and oversight of housing and shelter program services for individuals and families experiencing homelessness. This role supports the Director of Housing & Programs in ensuring effective program operations, staff accountability, compliance, quality service delivery, and strong housing outcomes.

The Assistant Director oversees assigned housing programs including shelter case management, housing access, diversion, outreach, rapid rehousing, and stabilization services, while partnering with operations leadership on shelter coordination.

## Key Responsibilities

– **Program Leadership** — Provide independent day‑to‑day leadership and oversight of assigned housing and shelter programs, including operational decision‑making, staffing coordination, guest services, crisis response, and recognition of matters requiring Director review or approval
– **Policy Implementation** — Ensure consistent implementation of agency policies, workflows, and service standards
– **Program Performance** — Support program performance, housing progress, and guest‑centered service delivery
– **Operational Problem‑Solving** — Identify and address operational barriers, problem‑solve effectively, and implement process improvements
– **Staff Supervision** — Supervise assigned program managers and leadership staff
– **Coaching & Development** — Provide coaching, accountability, performance management, and professional development
– **Recruitment Support** — Support recruitment, onboarding, and succession planning
– **Culture Building** — Foster a culture of urgency, accountability, compassion, and excellence
– **Compliance Oversight** — Ensure compliance with agency standards, grant requirements, HMIS expectations, and applicable regulations
– **Quality Assurance** — Monitor program documentation, performance metrics, and audit readiness
– **Corrective Action** — Identify compliance gaps and implement corrective action plans
– **Program Outcomes** — Monitor housing placements, diversion outcomes, outreach engagement, retention, and overall program effectiveness
– **Data Analysis** — Analyze data trends and support continuous improvement
– **Reporting** — Prepare reports and updates for leadership review
– **Community Partnerships** — Build and maintain effective relationships with community partners, landlords, providers, and stakeholders
– **Cross‑Department Coordination** — Support coordination across internal departments and external systems
– **Crisis Support** — Support escalated guest situations, critical incidents, and emergency response efforts
– **Program Decisions** — Collaborate with leadership regarding budget recommendations, staffing actions, policy changes, high‑risk matters, and guest exit recommendations
– **HR Participation** — Participate in hiring, disciplinary action, evaluations, promotions, corrective action, and termination recommendations
– **Manager Oversight** — Direct and oversee the work of assigned managers and program staff
– **Budget Support** — Support budget oversight, resource allocation, staffing utilization, and operational planning
– **Acting Leadership** — Serve as acting leadership representative for assigned programs in the Director’s absence

## Qualifications

– **Bachelor’s Degree** in Human Services, Social Work, Public Administration, Business Administration, or related field
– **Leadership Experience** — Minimum 5 years in homeless services, housing programs, or related human services
– **Supervisory Experience** — Minimum 3 years
– **Housing Knowledge** — Strong knowledge of housing interventions, homeless services systems, grant compliance, and HMIS
– **Team Management** — Experience managing multiple teams and programs in a fast‑paced environment
– **Trauma‑Informed Care** — Knowledge of trauma‑informed, person‑centered, and Housing Focused principles
– **Program Expertise** — Strong understanding of shelter services, diversion, outreach, rapid rehousing, and stabilization
– **HMIS Standards** — Knowledge of documentation standards, compliance monitoring, and audit readiness
– **Performance Monitoring** — Experience monitoring program performance, compliance trends, and service outcomes
– **Organizational Knowledge** — Understanding of organizational processes, program operations, leadership functions, and agency services
