Almost a year before the European Parliament elections, officials in Brussels have been wargaming scenarios where the EU institutions are in a gridlock after the elections.
With no majority coalition in the European Parliament expected, and with the spectre of the European Council refusing the automatic recognition of a Spitzenkandidat, EU officials fear that the European Commission President could not be elected. This would in turn block the election of the President of the European Council and of the European Central Bank, leaving the EU in a political limbo.
To assess the likelihood of a gridlock, the panel will look at the following factors:
- What is the likely composition of the next European Parliament (on current polls)? Which way could the polls move over the next year?
- Is there a grand design by President Macron for disrupting the existing European party system? Could he succeed in creating a large enough group in the European Parliament to achieve this? Which parties will suffer the most from the Macron-effect?
- Who are the frontrunners for Spitzenkandidat? What are the chances of a European Council vs Parliament showdown over the election of the Commission President?
- What happens if there is no agreement on the Commission President?
