Background and Objectives of the Communications Specialist: Provide services to contribute to the mission of the U.S. Agency for International Development (USAID). The primary objective is to provide services and deliverables through the performance of a Communications Specialist supporting the Bureau for Management, Office of Management Services, Overseas Management Division (M/MS/OMD).
The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the Agency assists individuals in building their futures by mobilizing the full range of America’s public and privacy resources through its expert presence overseas.
Core functions in the Office of Management Services include safety, continuity of operations, (COOP), emergency management, task force readiness and operational support, records management, Freedom of Information Act, facilities management, overseas operations, and travel. The Overseas Management Division within the Office of Management Services is primarily responsible for supporting USAID Executive Officers and Executive Office staff overseas. The support provided ranges from overseeing the agency’s real and personal property overseas, providing professional development leadership for the EXO workforce, managing the USAID ICASS Alternate Service Provider program and USAID’s relationship with the ICASS Interagency Working Group, facilitating business process automation and business process improvement, providing surge support for the EXO backstop and others, and addressing policy and staffing needs related to the EXO backstop.
Responsibilities
**Work you’ll do **
As a Communications Specialist within our USAID team, you will:
- Create and execute communications plans associated with policy updates, roll out of new tools, etc., across Agency operating units, including HQ and overseas missions.
- Connect M/MS/OMD content to current Agency messaging and priorities as a part of communications plans for the division.
- Update the M/MS/OMD intranet pages as needed, making recommendations for, and implementing, improvements related to webpage knowledge management.
- Assist in planning and executing town halls and other in-person and virtual division meetings and events.
- Develop training materials for Executive Office professional development initiatives utilizing a variety of media, videos, animation, etc.
- Provide coordination and support for presentations, newsletters, notices, memoranda, talking points, FAQs, and other division documents intended for Agency-wide audiences.
- Coordinate communications, as necessary, with colleagues in other Bureaus and Independent Offices (B/IO), including the Bureau for Legislative and Public Affairs (LPA).
- Anticipate ongoing and ad-hoc communication needs and provide timely responses to urgent taskers.
- Maintain knowledge of digital communications trends and emerging technologies.
- Investigate and find new relevant sources of data and information to bolster division communications efforts.
- Other duties as assigned.
Qualifications
- Bachelor’s degree in a relevant field (Communications, English, Marketing, Public Relations, International Development, etc.) from an accredited university
- 5+ years of relevant work experience
- 4+ years of communications experience in a US government or international development setting, including at least one year of experience at the GS-11 equivalent level
- Ability to problem solve and work independently to move activities forward
- Prior experience conceptualizing, crafting messages, and managing digital communication activities
- Strong project management and organizational skills
- Strong critical thinking skills, attention to detail, and ability to work well under pressure
- Exceptional communication skills, including written, visual, and verbal
- Occasional international travel required
- Background check required and active or ability to obtain a USAID Facilities Access clearance
Knowledge, Skills, and Abilities
- Mastery of communication principles, methods, practices, and techniques; interpersonal relationship practices to present significant issues to leadership, other offices, coworkers, and the workforce, and the ability to communicate with all levels across the Agency.
- Expert oral and written communication skills to clearly present decision points for leadership, prepare formal responses to requests for information, and provide advice, information, and guidance to functional personnel thoroughly and professionally.
- Experience in and knowledge of USAID communications, operations, and policy is desirable though not required.
