Who We Seek

Hispanic Federation is seeking a Director for Policy and Social Impact. The Director leads policy and advocacy initiatives for Hispanic Federation in education, as well as support key issue areas such as immigration, economic empowerment, and criminal justice within New York State.

As part of the policy portfolio managed by the position, the Director also leads Hispanic Federation’s NYS education coalition, supporting the creation of policy agendas and managing advocacy action as it relates to Education. Additionally, the Director will serve as an in-house policy expert and represent Hispanic Federation in its advocacy, before bodies of government, and to community and member organizations.

Job Duties and Responsibilities

  • Responsible for the management of HF policy research and analysis and advocacy and lobbying efforts with a racial equity lens on behalf of Latino communities and the community-based organizations that serve them, compile relevant data and track shifts in impacts to HF constituents (member agencies, communities of color, partners, and allies).
  • Drive forward all of HF’s education public policy strategic plans including informing the organization’s policy positions on issues related to Latino PK-12 school, higher education, adult education educational outcomes.
  • Build relationships with community partners, state/national experts and funders as well as contribute to convenings of state leaders and other allied stakeholders on relevant and timely policy issues; produce high-level evidence-based reports, briefs, fact sheets and presentations based on data/advocacy work analysis.
  • Manage HF’s Education Coalition building work and ensure collective advocacy action plans and policy agendas are set, meetings are executed and racial equity and intersectional frameworks are centered in generating strategies and solutions for social impact.
  • Prepare and issue advocacy letters, testimony, press statements and manage advocacy/campaign communications plan(s).
  • Monitor and assess the impact of local, state, and federal developments on the Latino community with regards to PK-12 school, higher education, adult education issues, and additional policy areas of focus.
  • Serve as the Hispanic Federation’s spokesperson in coalition meetings and provide testimony before government bodies.
  • Oversee the logistics of education advocacy conferences, rallies, meetings, conference calls and coalition-related events.
  • Monitor and evaluate New York State policies and legislation, oversee the lobbying time tracking system, and ensure the on-time submission of all requisite reports for municipal, state, and federal lobbying; supervise policy analyst and oversee their work with compliance.

Skills and Qualifications

  • A bachelor’s degree and a minimum of five (5) years of professional experience, a background in policy analysis required, with a strong preference for experience in education policy.
  • Minimum 2 years of experience leading policy-informed advocacy efforts, managing relationships with elected officials, and serving as a policy spokesperson to external parties.
  • Strong ability to develop work plans, manage budgets, set deadlines, oversee multiple projects, facilitate meetings, and plan events, simultaneously.
  • Experience working with diverse coalitions and developing cohesive policy and advocacy platforms.
  • Exceptional verbal and written communication skills in both English and Spanish are preferred.
  • A demonstrated commitment to the Latino community is strongly preferred.
  • Efficient and results-oriented with high energy and exhibit an exceptional ability to work with others.
  • Experience working with government officials in New York City and across New York State is required, experience working with NYC and NYS Departments of Education is strongly preferred.

Compensation

The salary range for this position at $65,000 -$75,000 and is commensurate with experience. Compensation includes fully paid medical, dental, vision insurance; access to flexible spending for medical and transportation; and a 403 (B) retirement plan available at start, with organization match after 6 months of service.
