Summary of Position:

Director, Policy and Regulatory Services, Green Hydrogen

The Director, Policy and Regulatory Services, Green Hydrogen will direct and lead regulatory and policy advocacy, strategy, and execution, on green hydrogen education, market development, and operations to the Green Hydrogen Coalition (GHC) non-profit association(s) and other applicable clients. This role will require policy and regulatory expertise, communication and writing skills, teamwork, and subject matter expertise in energy, hydrogen, natural gas, transportation, and/or other related fields.

Essential Duties and Responsibilities

Regulatory and Legislative Services and Operations (50%):

  • Direct and execute on GHC regulatory and Policy priorities with timeliness, high quality, credibility, and persuasiveness at the CPUC, CEC, and CARB, as well as in equivalent agencies in other states
  • Shape GHC’s regulatory strategy and priorities
  • Review key regulatory filings and synthesizes key takeaways for GHC supporters
  • Lead, direct, and support stakeholder engagement efforts with GHC via internal working groups and meetings as well as in external stakeholders including policymakers, working groups, workshops, etc.
  • Support the creation of conceptual models to understand the economics of different strategies and business models, and the value proposition/economics of green hydrogen solutions in various retail and wholesale energy markets and applications
  • Take leadership roles in applicable policy-oriented GHC events, webinars, and fundraisers
  • Support the external branding and marketing of GHC by communicating and packaging GHC policy and regulatory achievements, progress, etc.
  • Support the above functions for other association clients, as needed
  • Support GHC board communications and meetings
  • Track relevant legislative developments and coordinate with GHC contractors, stakeholders, PR collaborators
  • Analyze and shape legislation to execute on GHC initiatives and priorities, including negotiations with stakeholders and revisions to bill language
  • Build relationships with key legislators and staffers
  • Support or lead non-CA educational related policy efforts as appropriate

Project Management, Education, Campaign Leadership, Stakeholder Outreach, Event leadership, and Communications (25%):

  • Supervise and interface with Strategen staff and third-party contractors to ensure the timely and high-quality execution of relevant deliverables, communications and website materials, communications, operations, events, membership services, or other relevant functions
  • Work in partnership with the GHC’s Founder and President, Executive Director, Strategen team members, and external stakeholders to drive alignment and effective progress in achieving GHCs goals, including through leadership and general management.
  • Support coalition-building, stakeholder engagement and fundraising activities to support the success of the Western Green Hydrogen Initiative (WGHI)
  • Ensure high-quality client experience, including through advisory board management and planning, working group management and planning, onboarding processes, etc.
  • Successfully navigate the many challenges of a stakeholder-driven, cross-sector initiative: communicate complex ideas; coordinate work product without managerial authority; manage competing interests of participants; bridge across organizational cultures; gather buy-in from a diverse and busy group
  • Manage multi-stakeholder efforts as appropriate from start to finish; contribute hands-on work product (e.g., meeting agenda) and provide strategic support
  • Support coalition building and fundraising initiatives to support initiative success
  • Support or lead on Association Governance matters where appropriate

Business Development and Fundraising (20%):

  • Identify and secure new sources of funding and support from businesses, foundations, and other new investors by utilizing a robust, highly strategic and proactive approach that connects funding efforts with clarity of GHC’s vision and mission
  • Utilize GHC’s preeminent position to recruit new sponsors and members that will lead the organization to world-class levels of achievement, growth and impact
  • Work proactively with the GHC Board of Directors (BOD), Executive Director, and Advisory Board members in these strategic funding efforts
  • Specifically target fundraising to support GHC, WGHI, Hydeal project, or other relevant ‘products’ as appropriate

Other Duties as Assigned (5%):

  • Participate in Strategen’s director-level leadership team, relevant corporate or firm activities, planning, career development activities, etc.
  • Other duties as assigned.

Qualification Requirements:

Knowledge, Experience and Skill Requirements:

Education:

  • Preferred: Bachelor’s degree in a relevant field such as economics, energy, or public policy; relevant MS and PhD credentials are also highly valued
  • Experienced professionals that match the below profile are warmly encouraged to apply, regardless of educational background

Experience and Skills:

  • Between 5-12 years of relevant experience in utility (power or gas), IPPs, project development, hydrogen, industrial gas, or municipal procurement
  • A minimum of 5 years of experience in stakeholder management, group facilitation, and applicable skills for energy industry participants, policy leaders, company officials, etc.
  • Track record of high-quality, credible, persuasive and effective regulatory writing via comments, briefs, testimony, and/or other formal filings
  • Demonstrated ability to quickly learn technical and complex topics
  • Experience in public speaking
  • Excellence in and passion for problem solving
  • Excellent organizational skills; detailed oriented
  • Demonstrated ability to manage multiple projects and meet deadlines
  • Ability to manage stakeholder-driven, cross-sector initiatives
  • Ability to effectively and concisely communicate complex ideas
  • Demonstrated success in managing competing stakeholder interests
  • Demonstrated success in securing buy-in for ideas or proposals from a diverse and busy group

Physical Requirements:

  • Possesses multi-limb and eye-hand coordination
  • Able to stand, bend, reach, stoop and lift boxes up to 25 lbs.
  • Able to work in a pace environment for extended periods of time
  • Able to sit at desk, working on computer and phones for a full work day
  • Able to work overtime as needed
  • Available for local, state, national, and international travel
  • Able to drive
