Concurrent Technologies Corporation (CTC) is seeking an experienced Equal Opportunity Senior Policy, Guidance, and Compliance Specialist to support the Office of Force Resilience (OFR) under the Office of the Secretary of Defense (OSD), Personnel and Readiness (P&R).

This role involves developing and implementing equal opportunity policies, ensuring compliance with federal regulations, and fostering a culture of diversity, equity, and inclusion within the DoD. The specialist will collaborate with stakeholders to enhance training initiatives, assess existing programs, and contribute to efforts that strengthen the resilience, wellness, and operational readiness of military personnel.

Key Responsibilities

  • Provide professional services for the Office for Civil Rights and Equal Opportunity (OCREOP), a policy and compliance office for the Under Secretary of Defense for Personnel and Readiness.
  • Develop policy, ensure compliance, and provide strategic guidance, oversight, strategic messaging, program research and evaluation, coordination, and implementation of civil rights and equal opportunity policies.
  • Develop, secure approvals, execute, and report findings from qualitative and quantitative data collection protocols in support of equal opportunity program compliance site visits and associated program evaluation activities.
  • Perform evaluations, research, and analysis covering a broad range of emerging topics and requests for information from entities such as Congress, the media, the White House, GAO, DoDIG, and other stakeholders.
  • Review, analyze, edit, and verify compliance with civil rights and equal opportunity policies, directives, procedural guidance, and statutory requirements to formulate evidence-based recommendations.
  • Research and evaluate current and emerging research studies in the OCREOP portfolio to formulate strategic-level analyses and trends that drive decision-making.
  • Conduct capability assessments and gap analyses on OCREOP’s civil rights and equal opportunity programs, including workforce needs, training needs, compliance, and functional community management.

Basic Qualifications

  • Master’s Degree in a related field with 10 or more years of experience
  • Experience working in a DoD environment
  • Experience with DoD policy
  • Excellent communication and interpersonal skills
  • Ability to work independently and as part of a team
  • Strong organizational and time management skills
  • US Citizenship with the ability to obtain a Common Access Card (CAC)
