Legislative Affairs Manager:

Summary of Position:
NRECA has a world-class government relations department with very strong legislative, regulatory, and political capabilities, actively working with electric cooperatives around the country to advocate for good public policy outcomes in the Congress and the Administration. The Legislative Affairs Manager will serve as a junior lobbyist on the legislative team. The position will manage several policy issues of importance to electric co-ops and will assist the senior lobbyists with their advocacy on energy, environmental, broadband, and other issues. This job is an opportunity to learn more about a broad range of public policy issues and how to leverage our strong advocacy tools.
Key Responsibilities:
- Develop subject matter expertise in a broad range of public policy issues of interest to rural America and electric cooperatives.
- Build relationships with NRECA members to understand how we can best support them in their service to their constituent rural communities.
- Act as lead advocate for several policy areas, to be determined by the interest and experience of the candidate, in coordination with the Vice President of Legislative Affairs.
- Collaborate with other members of the legislative team to assist in advocacy on other public policy priorities including environmental, energy, broadband and other issues.
- Understand and leverage the whole advocacy toolkit including the political action committee (PAC) and grassroot network to build relationships and influence public policy outcomes.
- Work well with legislative, political and regulatory colleagues to ensure a holistic, strategic approach to our advocacy.
Qualifications
- Bachelor’s degree in political science, communications, or related fields.
- 3 or more years of experience with congressional offices, political campaigns, government relations, or government agencies
- Strong interpersonal and relationship skills.
- Excellent judgement and strategic planning skills
- Ability to work comfortably within a large, diverse team.
Essential Physical Requirements:
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
- Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
