Experienced Policy Manager

Experienced policy manager to oversee the development and execution of a national state legislative strategy to advance CCI’s mission to hold oil and gas companies accountable for the massive costs of climate change.

The Center for Climate Integrity (CCI) seeks an experienced policy manager to oversee the development and execution of a national state legislative strategy. This position offers the flexibility of remote work and requires a highly strategic and collaborative individual to advance CCI’s mission to use strategic litigation to hold oil and gas companies accountable for the massive costs of climate change.

A successful candidate will have a deep understanding of state-level policymaking processes, excellent analytical skills, and a proven ability to navigate complex policy landscapes and collaborate with diverse stakeholders.

A member of CCI’s political department, this new position is fully remote and will report to the Political Director.

Key Responsibilities

Develop State Legislative Strategy: Collaborate with the Political Director to develop and refine a comprehensive state legislative strategy aligned with CCI’s goals and priorities.

Policy Research and Analysis: Conduct in-depth research and analysis on state-level policy issues relevant to our organization’s mission.

Stakeholder Engagement: Cultivate and maintain relationships with state lawmakers, legislative staff, government agencies, advocacy organizations, and other stakeholders to advance CCI’s policy objectives.

Build Strategic Relationships: Work with CCI’s Outreach & Engagement Lead to identify opportunities to build strategic alliances with allied organizations, key stakeholders, and community groups. Collaborate on joint advocacy initiatives and leverage collective resources to achieve shared objectives.

Legislative Advocacy: Lead advocacy campaigns to support legislative proposals, including organizing stakeholder meetings and preparing advocacy materials, which may include policy briefs, fact sheets, talking points, and testimony for legislative hearings. This position will also assist in the training and delegation of fellow political team members to effectively lobby and advocate for legislation in key states.

Policy Communications: Work with the Political Director and Communications team to develop messaging and materials to support advocacy efforts, including op-eds, press releases, and other supportive content.

Legislative Tracking and Monitoring: Monitor state legislative activity, track relevant bills, amendments, hearings, trends, and other developments in key states and provide timely updates to the Political Director and other internal staff.

Policy Briefings and Trainings: Provide briefings and trainings to internal staff, external partners, and other stakeholders on CCI’s policy issues and advocacy strategies.

Performance Measurement and Reporting: Track and evaluate the effectiveness of state advocacy efforts, collect data on key performance indicators, and compile summary reports for Political Director and President. Track and report lobbying hours.

Travel: 10-20% (5-8 trips per year)

Qualifications

  • Bachelor’s degree in political science, public policy, law, or related field. Advanced degree or JD from an ABA-accredited law school preferred.
  • Minimum of 7 years of experience in state-level advocacy, government relations, or public policy analysis.
  • Deep understanding of state legislative processes and political dynamics, with experience working in multiple states preferred.
  • Ability to read, analyze, and interpret legislation.
  • Excellent written and verbal communication skills, with experience drafting policy documents and advocacy materials.
  • Proven ability to build and maintain relationships with diverse stakeholders, including legislators, government officials, advocacy organizations, and community leaders.
  • Experience managing legislative advocacy campaigns. Experience with climate or environmental issues preferred.
  • Proficiency in G suite, legislative tracking software, and other relevant tools.

Technology Requirements

CCI is an all-remote organization, and candidates will need to arrange for some of their own infrastructure and tools. A laptop computer will be provided, but the selected candidate will be required to have access to:

Compensation and Benefits

CCI salaries are based on the organization’s job classification system. The classification system consists of salary ranges which are updated annually based on market data.
