Summary
The Manager, External Affairs provides support in furthering the department’s mission of promoting the wireless industry’s position on policy issues at the federal, state, and local level on behalf of, and in coordination with, CTIA’s members. This position requires considerable substantive participation in department projects and initiatives.
The Manager reports to the Executive Director, ACTwireless. In addition, the Manager will serve as a backup to the Executive Director, with the operations of the department’s grassroots advocacy website. The Manager will also liaise and lead CTIA outreach with communities such as the accessibility community as directed by the Vice President, External Affairs.
The Manager assists the senior team in the department with coordinating meetings, developing advocacy documents such as letters, monthly newsletters, social media and website content, gathering data and developing presentations, and providing other assistance as needed. Must demonstrate a strong track record of collaborating with colleagues, a high degree of integrity and forethought in decision-making, and an ability to roll up sleeves to execute relevant projects as needed. Will need to prioritize projects through strategic thinking and effective time management, ensuring high-quality deliverables and execution.
Essential Duties and Responsibilities

General Communications
– Assist the Department on all aspects of coordinating, organizing, executing, and reporting of pro-business and pro-consumer messaging, whether inside the Beltway, in states and municipalities, or in specifically targeted Congressional Districts as legislative and regulatory issues arise throughout the year. – Compile information for distribution to members, coalition partners, and other interested constituencies on wireless issues. – Produce content for third-party advocacy newsletter, database communications, and third-party packet materials. Draft, proofread, fact-check, and distribute all printed materials with the Advocacy team. – Excellent writing and communication skills with attention to detail, producing final content for review by the Executive Director or the Vice President, as directed.
Accessibility Initiatives
– Manage CTIA’s outreach initiatives with other internal departments and the accessibility community. – Prepare regular correspondence, such as the monthly accessibility newsletter, as directed by the Vice President, External Affairs.
Website & Grassroots Content
– Assist the Executive Director in the development of compelling and informative content on the advocacy website and relevant grassroots activation platforms to build a strong and engaged community. – Familiarity with grassroots software such as Speak4 or other CRM engagement platforms to increase engagement and grow an advocate base for compelling policymaker outreach. – Knowledge of website content management systems, such as WordPress, to track, edit, maintain data, and update content as directed. – Assist with grassroots activations leveraging familiarity with database and analytics tools, knowledge of email best practices, and proficiency in Excel. – Comfortable collaborating with vendors to ensure timely, quality deliverables.
Social Media and Email Communications
– Draft social media copy and images, demonstrating a high level of comfort ensuring consistent and effective communications throughout all channels. – Distill complex issues and public policy positions into effective messaging for external audiences. – Track content performance by analyzing appropriate social data/metrics, insights, and best practices; moderate user-generated content; and optimize future content for maximum engagement.
Grasstops/Third-Party Relations
– Assist the Vice President as directed in working with third parties to ensure that they are educated on CTIA’s issues. – Work with Department staff to plan and execute local third-party events such as partner briefings by preparing agendas, timelines, talking points, and presentations as needed. – Oversee and implement all aspects of monitoring third-party engagement with wireless issues, creating timely concise reports and summaries.

Computer Skills
Proficiency in database management is preferred.
Education and/or Experience
A four-year degree is required.

Location
CTIA is currently operating on a hybrid work schedule with in-person requirements on Tuesdays, Wednesdays, and Thursdays.
