Hispanic Federation’s North Carolina Office

Hispanic Federation’s North Carolina Office opened in 2019 and has been active in Mecklenburg County, Duplin County, and across other areas in the state. Since 2019, the office has expanded considerably and has become a convener in North Carolina for like-minded organizations serving the Latino community and rolled out programming to support workforce development, digital skilling, farmer worker engagement, environmental justice, voter engagement, immigration, and education. The North Carolina Office continues to focus on developing capacity-building programming for organizations working with underserved communities and Latino communities in NC.

Who We Seek

HF is seeking a Medicaid Expansion Program Manager to coordinate efforts in ensuring that Latinx eligible individuals are educated and enrolled in Medicaid. With North Carolina becoming the 41st state to offer Medicaid expansion, an estimated 600,000 additional people (50,000 Latinx) will now qualify for health insurance.

The program manager will oversee HF’s Medicaid Expansion related initiatives, including educating the Latinx community, supporting Latinx-led organizations working on Medicaid enrollment, and organizing community enrollment events across the state. The manager will play a central role in coordinating an extensive outreach campaign to educate community members on their eligibility, collaborating with community-based organizations to develop educational materials, and facilitating training sessions for non-profit professionals. In addition, they will take on the responsibility of supervising a team of hotline operators, guiding them in informing individuals about their rights and the potential for expanded access to healthcare services.

With growth potential within Hispanic Federation’s work in either Charlotte or Mount Olive and surrounding areas, the position is an opportunity for individuals who are interested in growing and developing with a nonprofit organization. The successful candidate will have experience working with underserved Latinx communities in North Carolina, a passion for social justice, and a commitment to community impact.

The position will require time onsite and, in the field, and may include travel throughout different areas in North Carolina. The position is hybrid and will require time onsite in either of HF’s offices which are located in Charlotte or Mount Olive.

Job Duties and Responsibilities

  • Implement a multifaceted educational campaign utilizing text messages, a Spanish hotline, collaboration with traditional media outlets, social media, production of educational materials, and the planning of training sessions.
  • Collaborate with leadership to plan program timelines and oversee outreach strategies, including the organization of community events and the execution of an educational and training campaign.
  • Support developing a robust communications strategy to ensure effective placements of public service announcements, appropriately allocated for maximum impact with HF Communications Department.
  • Recruit and train team members dedicated to outreach and community engagement.
  • Prepare comprehensive training materials for the hotline team members, ensuring quality control to guarantee the accuracy of information provided and overall user satisfaction.
  • Convene Latino organizations and gather feedback to enhance the efforts of the North Carolina Department of Health and Human Services (NCDHHS) and HF.
  • Plan and execute enrollment events across the state with community-based organizations.
  • Develop referral plans for individuals in need of services, fostering a streamlined process for efficient support.
  • Track budget expenses throughout the grant period, collaborating closely with HF staff members from the New York City Headquarters to compile reports on expenditures.
  • Establish strong partnerships with community groups to promote hotline services, ensuring proper routing of traffic to hotline staff members.

Skills and Qualifications

  • Minimum of a bachelor’s degree or at least two (2) years of working experience; experience in public health or community engagement is a plus.
  • Minimum one (1) year of experience with community outreach to diverse populations around access to services.
  • Comfort in meeting and engaging community members of different backgrounds and experience is a plus.
  • Strong communication skills.
  • Strong understanding of Latinx and social justice issues.
  • Candidate must be fluent in written and spoken English and Spanish.
  • Access to reliable transportation and ability to commute to and from work locations.
  • High energy, positive, “can-do” attitude, flexibility, teamwork, and attention to detail; high degree of initiative.

Compensation

The salary range for this position is $50,000 – $60,000 and is commensurate with experience. Compensation includes fully subsidized medical, dental, vision insurance, access to flexible spending for medical and transportation, and a 403 (B) retirement plan with match after 6 months of service.
