Job Summary
The Policy Advisor will join ClearPath’s policy team, which crafts organizational positions and recommendations across diverse clean energy technologies that significantly reduce carbon emissions on a global scale.
This role will develop and expand ClearPath’s Power, Infrastructure & Minerals Portfolio, which includes cross-cutting policy areas. The position focuses on federal policies to accelerate deployment and promotes these policies to key audiences in government and industry.
This work includes representing the portfolio at related trade associations and industry convenings, executing existing policy areas related to permitting and transmission/electricity market strategy, and developing new policies for critical mineral supply chains. The role also collaborates with ClearPath’s International program on critical minerals.
This position reports directly to ClearPath’s Power, Infrastructure & Minerals Senior Program Director.
Job Description
Research & Advising
- Execute policy research and analysis activities to identify the needs of permitting, conservative governors, and critical minerals, including legislative and administrative approaches to address them.
- Make recommendations on improving federal critical minerals programs, including R&D programs and regulatory policies.
- Produce research insights and written products focused on ongoing critical minerals and permitting legislative, regulatory, and innovation activities.
- Conduct market or techno-economic analyses of emerging technologies and companies.
- Track relevant federal and state R&D programs within applicable departments and agencies.
- Independently execute goals and drive toward achievement; propose new goals or programs as needed.
- Publish external “thought leadership” pieces, such as blogs, white papers, and journal articles.
Strategic Thinking & Execution
- Follow and implement existing strategies independently; use research and networks to guide work product.
- Serve as a subject matter expert for critical minerals, offering recommendations and collaborating across teams.
- Assist in executing permitting strategies.
- Take independent initiative on strategies and projects, proactively seeking opportunities to add value.
- Exhibit critical thinking and problem-solving skills to address both big-picture and granular challenges.
Networking & Relationship Building
- Engage with stakeholders on policy and technology issues, such as the Department of Energy, Department of the Interior, relevant Congressional Committees, and industry groups.
- Communicate complex ideas clearly and persuasively to technical and non-technical audiences.
- Cultivate collaborative relationships with key stakeholders, representing ClearPath credibly and confidently.

Qualifications
- BA or BS in related fields required (e.g., environmental or energy policy). Advanced degrees (Masters, JD, PhD) are preferred.
- 3–5 years of experience in a highly related field (clean energy industry, infrastructure, economics, finance, law, or policy).
- Excellent analytical and communication skills (verbal and written).
- Comfort with technology and the ability to learn new systems quickly.

Preferred Qualifications
- Education or professional knowledge in energy markets, domestic energy policy, supply chains, infrastructure, or technology policy.
- Experience in federal permitting, public lands, heavy industry, or fossil energy-related technologies.
- Familiarity with stakeholders in permitting, infrastructure, mining/critical minerals, public lands, and supply chain industries.
