Job Summary
Under the supervision of the Director of Advocacy and Government Relations, the Manager of Public Policy will work with the Government Relations team to advance the Amputee Coalition’s federal, state, and grassroots initiatives to educate policymakers and activists on issues affecting the limb loss and limb difference community.
The Public Policy Manager is responsible for monitoring state and federal legislation and regulations that impact the limb loss and limb difference community and supporting projects and programs administered by the Government Relations Department. The Public Policy Manager provides expert analysis of existing public policy challenges facing the limb loss and limb difference community, engages people who have limb loss and limb difference in providing feedback on said challenges, and provides guidance to the Director of Advocacy and Government Relations regarding policy positions and/or public responses. The Public Policy Manager works closely with the Senior Grassroots Advocacy Specialist to coordinate policy engagement with advocates.
The Manager of Public Policy develops external communication strategies and public announcements associated with the organization’s policy positions to the public audience reached through the Amputee Coalition’s Communications team. The Public Policy Manager ensures that all public policy positions and communications align with the organization’s vision, mission, core values, and diversity, equity, and inclusion efforts to expand impact across various ethnic groups and underserved populations. The Public Policy Manager represents the Amputee Coalition with policymakers and partners in coordination with the Director of Advocacy and Government Relations.
Essential Functions
- Manages the development, management, publication, and education on the Amputee Coalition’s Policy Matrix and Legislative Agenda.
- Supports the Director of Advocacy and Government Relations to execute the Legislative Agenda.
- Manages and drafts legislative letters of support on behalf of the Amputee Coalition that aligns with the organization’s core values, mission statement, and diversity, equity, and inclusion policy, and includes reviewing and recommending the Amputee Coalition sign on to advocacy partner’s letters of support.
- Provides guidance, research, and/or analysis of policy positions, legislation, and public responses, including creating and analyzing survey evaluations and public listening sessions for people who have limb loss and limb difference to share their experience related to Amputee Coalition policy initiatives.
- Monitors federal and state legislation and regulations that impact the limb loss and limb difference community in the Amputee Coalition’s legislative tracking software.
- Identifies and implements communications strategies that best serve the needs of the limb loss and limb difference community and the Amputee Coalition in policy discussions.
- Develops, drafts, edits, and updates materials and fact sheets, including web content, articles, and print publications about federal and state public policy matters important to the limb loss and limb difference community.
- Represents the Amputee Coalition through presentation at state and national meetings on the Amputee Coalition’s policy priorities.
- Supports the Government Relations department to execute its policymakers, government agencies, and advocacy partner organizations engagement plan, including the Coalition’s Corporate Council.
- Provides project management and logistical support to the Advocacy and Government Relations Director.
- As needed, coordinate meetings with federal offices and key stakeholders for meetings with the Director of Advocacy and Government Relations, the CEO, board members, and volunteers.
Required Knowledge, Skills, Abilities
- A clear understanding of federal and state legislative processes and navigating legislation.
- Experience managing government relations or public policy projects.
- Experience writing organizational letters of support, analyzing, and researching policies and writing policy briefs.
- Experience with creating and analyzing survey evaluations related to policy initiatives.
- Ability to effectively lead public forums, listening sessions, present policy issues and conduct training for limb loss/limb difference community members, professionals, and others.
- Ability to build or experience building relationships with people with disabilities, legislative offices, and volunteers.
- Excellent administrative, oral, written, teamwork, time management, computer, and interpersonal skills. Experience communicating complex concepts through oral and written formats.
- Exceptional project management skills with the ability to navigate logistics, solve problems, ask the right questions, and identify gaps in knowledge.
- Experience utilizing online tools for database management and online meeting presentations.
- Capable of working independently and collaboratively in a remote work environment.
- Ability to problem solve, think critically and strategically, exercise judgment, work with minimal direction, achieve deadlines and work from written and oral instructions.
- Strong work ethic and strong desire to produce an exceptional product, including the ability to maintain a high level of accuracy in preparing and displaying information.
- Commitment to working with people from diverse academic, cultural, and ethnic backgrounds.
- Personal qualities of integrity, credibility, and dedication to the mission of the Amputee Coalition.
Required Education, Certifications/ Licenses, Related Experience
- Bachelor’s degree in political science, public policy, or related discipline, public health, or related discipline (or commensurate experience) with a minimum five years of relevant experience in working public policy, government relations, Capitol Hill, political campaigns, or grassroots organizing. Experience in health-related policy preferred.
Preferred Qualifications
- Master’s degree in political science, public policy, public health, or related discipline.
- Knowledge of software needed to compile information for policy analysis and communications (i.e. Quorum and Phone 2 Action).
- Knowledge of limb loss and limb difference policy initiatives that impact equitable access.
- Experience working with people who have limb loss or limb difference.
- Experience directly supervising staff.
Physical Job Requirements
- This position requires the ability to remain stationary and seated for over half their time.
- The person in this position may need to move about healthcare organizations and the AC National Office less than half their time.
- The person in this role must be able to position oneself (ex: kneel, crawl, crouch down) to fulfill the essential functions of the role less than half their time.
- The person in this position must be able to maneuver (lift, move, carry, slide, etc.) less than 15 lbs.
- This position requires the ability to spend of the majority of their time viewing computer monitors
- This position is exposed to outdoor weather conditions and non-climate-controlled workspace(s) less than half the time.
Travel Requirements
- This position travels overnight for legislative visits to state capitols and the US Capitol, policy forums, and annually for national conference less than 10% of the time
- Anticipated travel will be by car, air, and/or train
