Established in 2010, Pennsylvania Voice is the 501c(3) table of over 55 state and local based organizations working year-round to create a more accessible, inclusive, and representative democracy by amplifying the voices, leadership, and expertise of communities that have historically experienced deliberate barriers to civic participation. Our partnership is grounded in the belief that a fair and just society will be achieved through collective power; democracy requires full participation and equitable and reflective representation; and the pathway to power in the commonwealth of Pennsylvania must include Black, Indigenous, Latinx, and AAPI communities.

Together, we win shared policy and civic engagement victories to build long-term power.

A team of experienced organizers/strategists staff Pennsylvania Voice. We coordinate, support, convene, and co-create with a diverse community of statewide and local leaders, each representing distinct organizations around three program areas:

Civic Engagement:

Year-round integrated voter engagement campaigns that increase voting, voter registration, and participation in civic life among all Pennsylvanians and specifically Black, Indigenous, and communities of color

Voting Rights and Access:

Modernizing elections to make voting more convenient and fully accessible to all

Reflective Democracy:

Investment in community leadership and governance that is accountable to community interest and needs

Reflective Democracy Manager Position Summary

The Reflective Democracy Manager will manage the implementation and execution of PA Voice’s program towards a reflective democracy. Core to this role is supporting and facilitating a coalition of partners leading reflective democracy efforts, including campaigns to ensure racial equity and participation in the 2030 Census and 2031 redistricting processes and other legislative advocacy campaigns that partners decided on. In order to be successful, the Reflective Democracy Manager must plan for the execution of specific goals, metrics, and timeline for a multi-county field campaign across the state. This position will report directly to the Democracy Campaign Director and will work closely with the Programs team at Pennsylvania Voice.

The ideal candidate has experience as an organizer or in managing partners or coalitions, a background in community and/or political organizing, strong analytical and facilitation skills, a passion for progressive politics, strong experience with tech tools, a commitment to racial equity, and experience working with spreadsheets and database applications.

Core Responsibilities:

Coalition Building and Training:

  • Manage the Reflective Democracy workgroup and partner’s shared strategic plan to ensure timely development and execution of campaigns
  • Identify, recruit, and onboard relevant stakeholders to engage in this coordinated effort
  • Ensure regular communication with partners and various stakeholders of Keystone Counts, a statewide coalition serving as the hub for census advocacy, to ensure that all Pennsylvanians were counted fairly and accurately
  • Lead a robust implementation strategy targeting racial equity in redistricting, census, and reflective democracy efforts more broadly
  • Research, develop, implement, and distribute popular education curriculum and materials
  • Engage with race-based data across the state to better understand the demographic landscape in PA and identify target areas for potential campaigns

Project Management:

  • Facilitate workgroup meetings and activities to engage partners and empower collective decision-making
  • Educate partners and stakeholders of campaign updates and decisions by relaying complex information in an easily accessible manner
  • Provide partners with the information tools to successfully execute campaigns in a timely manner
  • Develop and evaluate program metrics, supporting partners in reading and understanding policy analysis in order to collaboratively move analysis into implementation
  • When funding is available, create a process to grant funds to workgroup partners in a manner that is clear, timely, and equitable. The RD manager will be tasked with drafting the Request For Proposal (RFP), distributing funds, assessing performance, and closing out the cycle

Relationship Ownership and Leadership Development

  • Forge individual relationships with partners through site visits and recurring one-on-one meetings
  • Create leadership development opportunities for partners to step into
  • Provide enthusiastic coaching to ensure partners meet goals, anticipate setbacks and barriers, assess the effectiveness of campaign strategy, and can collectively pivot when necessary
  • Cultivate a practice of transparency and accountability that keeps everyone on track

In addition, the Reflective Democracy Manager will assist the Democracy Campaign Director by:

  • Building and maintaining strategic relationships across the state with nonprofit leaders, community organizations, elected leaders and academic/policy experts in the service of priorities named by coalition partner organizations.
  • Contributing toward the direction of the organization and other program goals.
  • Participate and support external/stakeholder activities as part of the team.

Requirements

Qualifications

We seek candidates who excel in relationship-building, are results-oriented, excellent problem solvers, and have strong project management skills. The ideal candidate will have:

  • Demonstrated commitment to racial and gender equity and record of success working with communities of color, women, low-income people, LGBTQIA individuals, and other historically marginalized communities.
  • At least 3-5 years of relevant work experience.
  • Experience managing a diverse group of partners or organizations in a coalition working toward a shared goal
  • Strong facilitation skills that implement a diplomatic, professional approach to problem solving.
  • Strong project management skills including but not limited to: delegation; ability to work well under pressure; manage multiple projects concurrently; maintaining a high level of detail orientation; and meeting deadlines.
  • Demonstrated record of working collaboratively on projects toward a shared goal.
  • Excellent written and oral communication skills.
  • Ability to process and understand complex policy issues and communicate them to diverse audiences.
  • Experience in managing and adjusting goals and budgets.
  • Willingness and aptitude to learn new technical skills.
  • Strong Microsoft Excel/Google Sheet skills and comfort utilizing Google and Microsoft suites.

Compensation:

Is based on experience and competencies and is highly competitive. Salary range is $60,000 – $70,000 with excellent benefits. This is a full-time exempt position. This position is included in a union-represented collective bargaining unit, and specific employment terms and conditions are subject to collective bargaining.

Location:

Physical Office located in Philadelphia, PA. Due to COVID-19, we are currently working remotely through 2024. However, travel will be required within Pennsylvania, primarily in and around Philadelphia, Allegheny County, the Lehigh Valley, and Central PA. Candidates must be based in Pennsylvania or willing to relocate by the start date.
