POSITION SUMMARY
Reporting to the Chief Policy Officer, the Senior Director of Policy works with HDA member company subject matter experts and internally with all levels of HDA staff to help inform the distribution sector’s policy agenda on a wide range of issues, including distribution logistics, supply chain resilience, emergency preparedness, reimbursement, importation of prescription medicines, prescription drug abuse and diversion, pharmaceutical traceability, taxes, healthcare affordability, and international trade. The Senior Director relies on extensive relevant experience, strong writing skills, and solid judgment to plan and accomplish goals.
RESPONSIBILITIES
- Research and analyze public and health policy issues impacting the healthcare distribution sector and support the development of a healthcare distribution policy platform that informs and drives HDA advocacy and engagement.
- Partner with HDA functional areas and across the membership to support the development of sound and executable policy, strategies, and roadmaps that enhance the effectiveness, efficiency, and visibility of the healthcare supply chain.
- Work closely with the HDA Government Affairs and Communications teams to develop action plans; lead and shape content that influences policy deliberations and drives a patient- and provider-centric focus in HDA’s approach to policy proposals of material impact to the healthcare supply chain.
- Serve as a resource across the organization to increase broad cohesion and alignment with HDA’s policy platforms.
- Represent HDA in various consortia, including participation in policy engagement meetings on behalf of the organization.
- Collaborate with the HDA Research Foundation to support incremental research activity undertaken to ensure continuity with overall HDA goals and strategies.
- Manage the coordination and completion of policy content and policy-related research, which includes:
- Developing policy products to reflect HDA policy positions and priorities.
- Identifying and managing consultant teams for research projects or policy support.
- Outreach and engagement with members through taskforces and working groups, monitoring response rates, and following up with participants.
- Supporting management of policy-focused taskforces and working groups.
- Conduct additional research projects and perform other duties as assigned.
SKILLS AND ABILITIES
- Excellent written communication skills with the ability to present information both in writing and verbally in an understandable, concise manner.
- Strong understanding of qualitative and quantitative research methodologies and execution, coupled with strong analytical skills.
- Strong oral communication skills (experience using various means of communication, including phone).
- Attention to detail with the ability to be extremely accurate, particularly in working with numbers and nuanced positions.
- Proven ability to proofread and edit written material.
- Aptitude for numbers, including the ability to carry out budget development and financial forecasting.
- Ability to travel up to 10% for meetings.
REQUIRED EDUCATION AND/OR EXPERIENCE
- Bachelor’s degree required; master’s degree in health policy, public administration, or research strongly preferred.
- Minimum of five years of relevant experience, including healthcare policy.
- Computer literacy with proficiency in statistical software, as well as the Microsoft Office suite (Microsoft Access, Excel, Word, and PowerPoint).
- Understanding of the healthcare supply chain and/or supply chain distribution issues is a plus.
