Pharmaceutical Research and Manufacturers of America (PhRMA) Senior Director – Policy and Research Department

PhRMA is seeking a Senior Director in the Policy and Research Department to develop, collaborate cross-functionally on strategy related to PhRMA engagement with the Centers for Medicare & Medicaid Services (CMS) and related policy issues. Areas of focus will include Medicare Part D, Medicare Part B, the Inflation Reduction Act (IRA), Center for Medicare and Medicaid Innovation demonstrations, and other issues as appropriate. This role is highly visible and will work closely with PhRMA’s senior management across departments and represent PhRMA with policymakers and other stakeholders in public settings.

The Senior Director will:

  • In collaboration with colleagues across the Policy and Research Department, serve as a point person to drive CMS engagement, including engaging with subject matter experts on policy priorities and PhRMA consensus positions.
  • Coordinate with other departments as needed to ensure a cohesive approach to advocacy efforts.
  • Support broader policy workstreams by preparing presentations, talking points, and other materials to support advocacy on various CMS policies.
  • Draft PhRMA comment letters to CMS on key policy issues.
  • Supervise consultants performing policy and research projects related to Medicare, the IRA, and CMMI.
  • Inform PRD strategy across issue areas to increase the effectiveness of our CMS engagement and efforts to influence regulations and other administrative actions, including helping to shape the research agenda.
  • Represent PhRMA at external meetings and public events, including meetings with CMS.
  • Drive and coordinate member company engagement as needed to inform and drive consensus on key policy issues.
  • Work with subject matter experts across PRD to lead our CMMI agenda and respond to demonstrations.
  • Serve as point person on emerging policy issues, as needed.
  • Prepare and deliver presentations on PhRMA’s policy engagement with CMS to groups external and internal to PRMA, including senior leaders at member companies.
  • Perform other duties as assigned.

Key Success Factors

PhRMA seeks a proactive, solutions-oriented, strategic-thinking individual who is passionate about shaping a coverage and payment environment that supports innovation. Key success factors for this role include a strong sense of team and collaborative focus as well as the ability to work independently. The candidate should possess experience in policy, including extensive experience within the federal government. The preferred candidate will also have demonstrated expertise in Medicare Parts B and D and the Inflation Reduction Act (IRA), and the Center for Medicare and Medicaid Innovation demonstrations.

It is essential that the candidate have demonstrated decision-making and interpersonal skills as well as experience building consensus among a diverse set of stakeholders. This is a highly visible, fast-paced position that is both internally and externally facing. Accordingly, the successful candidate should be flexible, able to reprioritize and shift gears quickly, comfortable in a high-pressure environment, and be politically savvy, diplomatic, and responsive.

Professional Experience / Requirements

  • 10+ years of experience in health policy and/or related fields, including 5+ years of experience in the federal government working on health coverage and payment policies specific to drug manufacturers.
  • Master’s degree in public health, economics, health services research, public policy, or related field preferred.
  • Exposure to issues impacting drug manufacturers as an employee of a company or consultant advising drug manufacturers a plus.
  • Strong writing that communicates clearly and persuasively on advocacy issues.
  • Strong verbal communication and presentation skills.
  • Ability to analyze and amend legislative language, and to synthesize and distill large volumes of technical information into actionable public policy goals.

Preferred Experience

  • Master’s degree in public health, public policy, or related field.

Potential Salary

Salary is commensurate with experience and other compensable factors.
