Overview: New America is seeking a senior policy analyst with a focus on workforce development policy. The role centers on enhancing educational, CTE, and work-based learning opportunities to promote economic mobility for vulnerable students. The position is part of New America’s Center on Education and Labor (CELNA), primarily working on projects related to community colleges, emphasizing apprenticeships, work-based learning, and workforce programs.

Responsibilities:

Project Management:

  • Develop strategies leveraging team strengths.
  • Ensure timely delivery of high-quality work.
  • Plan and execute in-person/virtual events showcasing team efforts.
  • Assist in grants and budget administration.
  • Guide, develop, and mentor junior staff.

Analysis:

  • Research and report on state and federal policy issues in apprenticeship, work-based learning, and community college workforce programs.
  • Conduct interviews and research site visits.
  • Author case studies, reports, and relevant blog posts.

Strategy:

  • Identify strategic opportunities for projects related to workforce development policy, community colleges, and work-based learning, with a focus on racial equity.
  • Facilitate learning opportunities based on team projects.

Qualifications:

Knowledge and Experience:

  • Familiarity with higher education and workforce development state and federal policy, particularly concerning underrepresented and underserved students and racial equity.
  • Demonstrated interest in apprenticeship, workforce development, and community college policy issues.

Skills:

  • Strategic thinking and entrepreneurship.
  • Strong writing, editing, and verbal communication skills.
  • Presentation skills for diverse virtual audiences.
  • Project management, including time and team management.
  • Independent work and strong interpersonal collaboration.
  • Organizational skills and attention to detail.
  • Research plan design and execution with analytical skills.

Requirements:

  • Minimum 5 years of relevant experience in career and technical education, workforce development, economic development, or higher education policy.
  • Physical presence in Washington, DC office at least 2 days/week.

Salary: Starting range $80,000 – $95,000 with excellent benefits.
