MINIMUM QUALIFICATIONS
Education:
- A Bachelor’s degree in Arts and Sciences, Engineering, Public Administration, Business Administration, or related fields
Experience:
- Minimum of four (4) years of work experience (including internships) performing Data Science, Statistical Analysis, Engineering, Project Management, Policy Analysis, Business Analysis, Operational Improvements, or Initiative Delivery related work activities.
- Up to two (2) years of relevant graduate education can count towards work experience.
Certification/Licensure:
- N/A
Preferred:
- Master’s degree in Arts and Sciences, Public Administration, Business Administration, Public Administration, Planning, Public Policy or related fields.

SUMMARY
As a member of the Office of Strategy and Policy within the Performance and Planning department, the Senior Policy Analyst works on key strategic projects that seek to secure long-term improvements across Metro. The incumbent researches, analyzes, and evaluates process improvement opportunities, strategy and policy development, program and solution design, initiative delivery, and implementation. The Senior Policy Analyst builds relationships at all levels of Metro to drive change and make Metro better.
ESSENTIAL FUNCTIONS
- Analyzes quantitative and qualitative data to identify the root causes of a variety of business problems using data collection methods suitable for the specific environment, including surveys, workshops, interviews, and task analyses.
- Produces high-quality documents, designs and develops analytical tools, dashboards, visualizations, and data solutions to facilitate decision-making, track progress and support the design, communication, and implementation of findings and recommendations, including but not limited to project proposals, analyses, and/or policy briefs.
- Conducts confidential labor relations, future financial planning, and concept development analysis for collective bargaining discussions concerning work rules, benefits, and related topics and participates in briefings and negotiations with union leadership and representatives.
- Assists in identifying and developing concepts and policies aligned with Metro’s strategic plan and conducts detailed analysis (including consideration of alternatives) to support potential Board consideration and to advance Metro’s strategic plan.
- Participates in examining existing internal operational and business processes to identify opportunities for improvement across Metro.
- Responds to ad hoc requests for analytical reports, and policy recommendations to support internal customers across Metro.
- Leads the execution of tasks and deliverables across projects and collaborates with departments and teams across Metro to provide oversight and monitoring support for projects and policy initiatives, convert evidence-based research findings and recommendations into implemented solutions that are beneficial to Metro. This includes but is not limited to research, analysis, stakeholder engagement, implementation, evaluation, and monitoring.
- Interacts with external agencies and associations to remain knowledgeable of industry developments, best practices, policy positions and prepares Metro to respond effectively to changes.
- Manages and monitors contracts, provides direction to consultant staff in the Office of Strategy and Policy, and performs Contracting Officers Technical Representative (COTR) duties as needed to ensure the contract is being performed in accordance with the terms and conditions of the contract and consultant staff is producing high quality outputs
- Effectively communicates to technical and non-technical audiences and makes formal presentations to broad audiences including executive and senior staff
