Summary of Position

Our Government Relations department advocates on behalf of NRECA members on federal legislative and regulatory matters and in national policy forums and develops and trains our grassroots to impact policies at the federal, state, and local level. We are looking for a talented individual to manage all political engagement compliance and reporting obligations with strict adherence, including but not limited to reporting related to America’s Electric Cooperatives PAC (PAC).

Key Responsibilities

  • Works closely with PAC and Political Engagement Director on PAC operations. Coordinates solicitations and expenditure of PAC funds. Provides expertise to statewide staff on fundraising practices, reviews regulations, and coordination of PAC contributions.
  • Oversees compliance and reporting requirements related to NRECA political engagement and PAC. Analyzes monthly PAC financial statements for accuracy and reviews receipts and disbursements reports to FEC for accuracy and timeliness. Files periodic state compliance reports in a timely manner. Coordinates with Finance Department to ensure monthly contributions are accurately recorded and reconciled.
  • Establishes guidance procedures, monitors actions, and provides monthly and annual reports on compliance including the preparation and submission of all FEC reports. Registers receipts and disbursements in accordance with the political objectives of NRECA.
  • Facilitates ongoing data review and integrity in conjunction with the Finance Department.
  • Oversees PAC management system; processes data reports for use by NRECA and state/co-op members.
  • Provides expert analysis to SVP, Government Relations, and other internal stakeholders on PAC contributions. Provides advice to staff members on best practices for working with statewide associations/local cooperatives on PAC solicitations.
  • Leads the PAC audit within Government Relations and works collaboratively with the Office of General Counsel to report and address any, and all, findings.
  • Tracks and reports grassroots and grasstops activities to legal counsel to determine any state or local compliance requirements. Works with legal counsel to report and file any necessary activities.

Qualifications

Required Qualifications and Skills

  • Bachelor’s degree in political science, government, communications, or related field.
  • 5 or more years’ experience in issue advocacy and political engagement programs. PAC management experience is also required.
  • Knowledge of political engagement programs, including but not limited to grassroots, grasstops, and political action committees.
  • Ability to quickly develop a thorough understanding of complex topics related to issue advocacy.
  • Ability to perform and work on multiple tasks while being flexible and able to cope with change in a fast-paced and sometimes intense working environment, while staying productive and maintaining a high level of accuracy.
  • Ability to identify, build, and lead cross-functional teams across NRECA in support of advocacy goals.
  • Interpersonal skills, member service orientation, and ability to work in a team environment.
  • Ability to be persuasive and collaborate with individuals at all levels inside and outside of the organization.
  • Ability to communicate, both verbally and in writing, with a diverse membership, employees, and/or vendors in a clear and precise manner.

Essential Physical Requirements

  • The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing, viewing a computer terminal, and extensive reading.
  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
