Job Description

Parsons is looking for an amazingly talented Strategic Communications & Legislative Affairs Specialist to join our team!

In this role, you will craft and execute comprehensive communication plans, engage with stakeholders to advocate for the department’s technological and operational priorities, and navigate the intricate legislative landscape to ensure transparent and effective communication on critical initiatives in information technology and communication systems.

What You’ll Be Doing

  • Drafting briefing material, talking points, information and action memoranda, and other communications products to further the organization’s mission and support the Joint Staff Chief Data Officer (CDO)’s engagements with senior leaders, partners, and stakeholders.
  • Developing and refining the communications strategy for the office, ensuring consistent messaging throughout the Department and with external audiences, including Congress, industry, and interagency partners. Updating products and incorporating new information frequently.
  • Researching and distilling relevant statutes, Departmental guidance, policies, and industry developments; analyzing their impact on the organization for the CDO’s awareness.
  • Monitoring and advising on congressional activity relevant to the organization’s mission. Drafting responses to congressional requests for information and preparing materials for the CDO’s and Joint Staff leadership’s data-related congressional engagements.
  • Managing staffing, adjudication of comments, and responses for various data-related documents and tasks in the Joint Staff’s Enterprise Task Management System.
  • Creating and refining communications products related to the organization’s budget, resourcing, and execution.
  • Supporting the CDO in outreach, preparing for, and staffing various recurring meetings with partners and points of contact across the Joint Staff and the Office of the Secretary of Defense.

What Required Skills You’ll Bring

  • Education: Bachelor’s degree in Communications, Public Relations, Political Science, International Relations, or a related field. Advanced degrees (Master’s or JD) are a plus for understanding policy and legal aspects.
  • Experience:
    • Legislative Affairs: Prior experience working in legislative affairs or a related field is highly desirable, providing practical knowledge of the legislative process and established relationships on Capitol Hill.
    • Strategic Communications: Previous experience in strategic communications, public relations, or related fields for developing effective communication strategies tailored to legislative goals.
  • Key Competencies:
    • Excellent communication skills, both written and verbal, for crafting clear and compelling messages for various audiences.
    • Political acumen and a deep understanding of legislative processes.
    • Strong analytical skills for assessing the impact of legislative proposals and understanding potential challenges.
  • Clearance: Top Secret/SCI Clearance is required at the time of hire.

  • Adaptability and crisis communication skills for responding effectively to unforeseen challenges or controversies.
  • Ability to work collaboratively and strategically with diverse teams, along with a thorough understanding of the Pentagon J6’s goals and priorities.

Salary Range

$104,200.00 – $182,400.00
