SUMMARY

This position will lead the company’s public policy aggregation and tracking, analysis, and issue management process.

The manager will undertake the creation and implementation of Mitsubishi Power’s (MPWA) issue management process, workstreams, and deliverables. Identifying and prioritizing current and potential public policy obstacles and those that could benefit the company are critical skills.

The manager will be responsible for international, federal, state, local, and tribal governments, both legislative and regulatory; and will coordinate responses and advocacy recommendations.

ESSENTIAL DUTIES & RESPONSIBILITIES

Policy Analysis and Development

Researching, analyzing, and understanding complex public policy issues. They evaluate current policies, propose changes or new policies, and develop strategies to implement these policies effectively.

Stakeholder Engagement

Engaging with various stakeholders including government officials, industry experts, and the public. This involves networking, holding consultations, and building relationships to influence policy decisions.

Advocacy and Lobbying

Representing the interests of their organization or clients in front of government bodies. They advocate for specific policy positions and try to influence legislation and regulation in favor of their organization’s goals.

Legislative Monitoring

Keeping track of relevant legislative and regulatory developments. They analyze how these changes could impact their organization and advise on necessary actions or adjustments.

Communication and Reporting

Communicating complex policy issues in a clear and concise manner to different audiences, including writing reports, presentations, and policy briefs.

Team Leadership and Management

Leading and managing a team of policy analysts or other professionals, guiding their work, and ensuring that policy goals are met. The team would consist of Mitsubishi Power employees, consultants, agency staff, and others as needed.

Strategic Planning

Developing long-term strategies for policy advocacy and engagement, aligning them with the broader goals of the organization.

Budget Considerations

Create budget projections for policy-related advocacy initiatives, ensuring effective use of resources.

Collaboration and Coordination

Working closely with other departments within the organization to ensure a unified approach to policy issues and to integrate policy considerations into broader organizational strategies.

Other Responsibilities

  • Create and lead cross-functional project teams to understand key public policy issues, educate internal stakeholders, and develop positions.
  • Benchmark performance against peer and aspirant companies and make recommendations to improve the company’s performance across the company’s advocacy channels.
  • Serve as Subject Matter Expert (SME) on public policy and industry research.
  • Be able to communicate MPWA’s legislative and regulatory positions with internal stakeholders, trade and business groups, and customers.
  • Partner with marketing, communications, and ESG teams to reinforce Mitsubishi Power’s leadership in the market.

OTHER DUTIES AND RESPONSIBILITIES

  • Thorough understanding of principles and methods used to promote and influence.
  • Comply with all safety policies, practices, and procedures. Participate in team efforts to achieve departmental and company goals.
  • Contribute to building a positive team spirit. Communicate effectively with all employees.
  • Travel up to 15%.

KNOWLEDGE, SKILLS & EDUCATION

The leader must be able to perform each essential duty satisfactorily. The requirements are representative of the knowledge, skills, and/or abilities required.

Education

Bachelor’s degree (BA) in Business Management, Public Administration, Government, or related field. Minimum 5 years of experience in a related field required.

Experience

Issue management coordination (or equivalent activity) experience is required in energy, oil/gas, manufacturing, or related sectors. Must be conversant in public policy, legislative and regulatory processes, and corporate advocacy channels. State Capital experience a must and Federal experience a plus.

Communication Skills

Excellent verbal and written communication skills and highly developed interpersonal skills. Ability to write detailed reports, procedure manuals and business correspondence, present information, and respond to questions from stakeholders.

Analytical skills

Ability to analyze, interpret, and translate data sets into insights.

Computer Skills

Proficient with Microsoft Office Suite or related software.

Other Skill/Abilities

Excellent organizational skills, attention to detail and time management.
