### JOB SUMMARY

The Public Affairs/HOA Director will be responsible for developing and implementing the overall strategic Public Affairs, including government and media relations and communication for the division. In addition, this role will manage all HOA’s for the Division.

### ESSENTIAL DUTIES AND RESPONSIBILITIES

**HOA Manager:**
– Liaison with all existing Homeowner Associations to ensure compliance and address issues timely and ensure the Communities Lifestyle is maintained for each community.
– Responsible for hiring and firing Management Companies to the extent that our residents are being serviced properly.
– Attend all HOA monthly and annual meetings virtually or in person representing KB Home as the President of the board.
– Setup all annual budgets ensuring deficit funding is in place and managed monthly with each respective management company.
– Coordinate HOA governing documents ensuring they are in place and setup prior to Opening for Sale including all associated annexations and common area dedications.
– Attend property final walks for acceptance of common areas and amenities.
– Conduct two inspections per year for each community inspecting the conditions of the property are being well maintained.
– Conduct proper turnovers to a Resident Board in good financial standing and well-maintained property and enhancements.
– Produce Longform Disclosures with legal and conduct necessary research to ensure the property is being accurately represented to each buyer.

**Government Relations:**
– Responsible for initiating and cultivating relationships with key regional city and business leaders to help drive KB Home’s business forward.
– Anticipate possible crisis scenarios and develop thorough and strategic plans to proactively respond or be prepared for such situations when needed. Work with internal and external resources to coordinate strategy and response on specific regional issues.
– Develop relationships with key legislators and regulators to effectively channel the goals and desires of the company.
– Meet and negotiate with necessary public and private entities (Vendors, City Staff and Council, Engineers, Contractors, State Agencies, etc.) to facilitate resolution of issues or needs involving KB Home projects and communities.
– Attend and speak on the behalf of KB Home (as needed), any necessary City Council meeting, Planning and Zoning meeting, in order to facilitate the entitlement processes.
– Serve as a Liaison to local Home Builder Associations plus maintaining memberships with the Temple/Belton area. Including engaging with task force for housing work groups.
– Arrange Chamber Memberships for all active communities with associated municipalities.
– Interdepartmental assistance with city staff, permitting and issuance of water and/or electric meters, Affordable Housing, and Green Builder programs.

**Public Affairs:**
– Develop and implement a strategic government relationship, working closely with both corporate and regional teams. Programs should support the company’s new and existing products/services, including the launch of new communities.
– Serve as a coordinator with corporate PR/Media regarding local media and communications.
– Represent the company as a participant/advisor in developing & presenting the company’s strategic plan.
– Plan, coordinate, and lead charitable events to promote KB Home.
– Will be a member of the National KB Cares task force requiring four events per year.
– Manage all events for Child of Protection Center golf course tournament event.
– Play Bingo annual event.
– National Volunteer Day.
– Manage donations to charitable organization as approved by the Division President.
– Blanket donation event.
– Reporting required to updated and sent to corporate.

**Other Duties:**
– Perform other task as assigned by management including functions needed by other departments. This will include serving as a New Community Team Leader.

### EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS

– **Education:** Bachelor’s degree in Journalism, Communications, Public Relations, or related field.
– **Experience:** 5-10 years experience in Project Management, Government Relations, or Public Relations. Prior experience in Real Estate industry preferred, preferably in Residential Homebuilding. Prior homebuilding construction experience. Minimum 3-5 years of experience in Homeowner Association Management.
– **Knowledge, Skills & Abilities:** Ability to work with government officials and HOA Management Companies to help drive business results. Ability to handle media issues and public relations, including writing speeches and speaking engagements. Strong leadership abilities, including strategic planning, being results oriented, and a strong team motivator. A understanding of government affairs and public relations, and how these efforts should be integrated and coordinated. A demonstrated ability to work creatively and cooperatively in a fast-paced environment and to respond immediately to issues. Strong verbal and written communication, with the ability to communicate succinctly and accurately. Strong Business Acumen. Conflict and Change Management skills.
