This position is responsible for planning, overseeing, and leading policy and advocacy activities for the Saint-Gobain Circular Economy Solutions business in North America. This role will work closely with the Saint-Gobain North America Region businesses, ESG group, and other relevant internal and external stakeholders to develop internal and public policy positions as they relate to sustainability and the development of circular economy models for each of the businesses.
The role will develop these positions into internal and external policies and will be responsible for communicating these positions internally and externally. This is a senior role that requires a broad knowledge of our businesses, ESG issues relevant to those businesses, and a working understanding of how public policy and customer preferences impact our ability to work toward our mission of being the leader in light and sustainable construction, as well as our purpose to make the world a better home.
Is This Job for You?
- Create and maintain policy monitoring systems tailored to issues of high importance for Saint-Gobain North America businesses.
- Monitor and accompany legislative initiatives and policy trends in the fields of sustainability, ESG, circular economy, buildings, and construction.
- Convene and lead a working group of representatives from across businesses to communicate policy developments, agree on positions, and solicit feedback on policy matters.
- Develop the advocacy and public affairs strategy and plan, in close cooperation with North American and Group leadership, the ESG group, Law Department, SGNA Communications, and other relevant internal stakeholders.
- Advocate for Saint-Gobain’s interests in circularity, buildings, and construction through written comments, testimony, and meetings.
- Implement the advocacy and public affairs strategy and coordinate activities.
- Develop position papers consistent with SGNA and Group business objectives and other stakeholder priorities.
- Represent the company to stakeholders and institutions.
- Proactively engage with policymakers and other stakeholders in relevant political institutions and associations, arranging and driving meetings and organizing events.
- Monitor and engage in relevant non-legislative initiatives around sustainable construction (Green building rating tools, Environmental Product Declarations, etc.); advocate for changes in these programs advantageous to SGNA.
- Support North American businesses in anticipating future market and legislative evolutions in their strategy.
- Provide expert analysis, advice, and strategy for North American businesses to advance specific policy priorities, including high-stakes policy matters.
- Support the organization of site visits in company plants in cooperation with business and management.
- Contribute to and shape the work of trade associations and other partner organizations, including leadership roles; advocate for Saint-Gobain’s interests.
- Build and maintain an advocacy network within and outside Saint-Gobain, including policymakers, elected members, NGOs, academics, and other businesses.
- Lead the implementation of new sustainability policies across businesses, including Extended Producer Responsibility laws in the U.S.
- Analyze complex legal requirements and synthesize information to clearly communicate requirements to businesses.
- Lead cross-functional teams to implement new laws and regulations.
- Manage an employee focused on leveraging government funding opportunities for sustainability and circular economy projects.
- Work with the Law Department to ensure compliance with relevant laws and internal company policy on lobbying, competition, and government contracts.
- Identify targeted research needs and conduct policy research in close collaboration with partners.

Qualifications
- A higher education degree relevant to the job’s core competency areas.
- 7+ years of experience in a similar function; experience in the construction and building sector is a plus.
- Knowledge of institutional processes in the U.S. at federal and state levels.
- Familiarity with key industry associations, nonprofits, agencies, and advocates in sustainable construction, climate policy, and circular economy.
- Experience with research and monitoring tools for legislation, regulations, and other agency actions.
- Ability to analyze complex policy proposals and their impacts on the company.
- Knowledge of non-regulatory standards, certifications, and rating systems related to sustainable construction.
- Driven, autonomous, and collaborative personality with a strategic mindset.
- Strong problem-solving and multitasking skills with attention to detail.
- Excellent verbal and written communication skills.
- Ability to lead cross-functional teams and manage staff effectively.
- Adaptability to shifting priorities and timelines.
