ACS CAN is committed to removing barriers to cancer care by identifying critical resources for patients, helping them navigate health care systems, and promoting health. To this end, we are expanding employee resources to hire a subject matter expert who will promote beneficial policy solutions and changes in reimbursement and payment models for patient navigation, particularly as it relates to supporting cancer patients and oncology services.

The position will report through its respective functional team but will work strategically across functions to advance an evidence-based policy agenda critical to promoting reimbursement pathways for patient navigation. This role will focus on policy and legislative changes related to reimbursement and payment model recommendations for patient navigation services.

This position is based onsite at our Washington, D.C. office.


Major Responsibilities

  • Serve as a subject matter expert and advise senior management on public policy issues related to ACS CAN patient navigation reimbursement and payment model recommendations.
  • Offer policy and legislative proposals, recommended courses of action, and management strategies regarding reimbursement and payment models for patient navigation across the cancer care continuum.
  • Identify strategies and provide guidance to maximize reimbursement, payment, and coverage associated with patient navigation services.
  • Conduct in-depth analyses of key developments in prospective payment research and related topics to support oncology patient navigation programs.
  • Prepare reports outlining the implications of proposed legislation or policy changes on reimbursement and payment models for patient navigation services.
  • Lead the development of reimbursement, payment, and coverage tools to support public understanding and education.
  • Partner with others to create critical coverage and payment-focused messages and tools.
  • Strategically develop relationships with organizations engaged in patient navigation and reimbursement topics.
  • Attend relevant conferences and meetings to promote payment and reimbursement developments.
  • Provide frequent status reports to the ACS CAN President and Vice President of Federal Advocacy and Strategic Alliances.
  • Collaborate with the Federal Affairs team to develop ACS CAN’s perspective on patient navigation issues and implement strategies to advance it.
  • Represent ACS CAN during federal legislative and regulatory processes, including public testimony, policy negotiations, and educational meetings with legislators and staff.

Formal Knowledge

  • Bachelor’s degree required; Master’s degree preferred.
  • Ability to understand and apply complex policies, procedures, and legal statutes.
  • Knowledge and experience in health care reimbursement methodologies, including Medicare, Medicaid, and third-party payment models.
  • High level of expertise in federal health policy.
  • At least 8 years of professional experience in policy, legislative work, or strategy development.
  • Must be a self-starter, flexible, and able to manage multiple tasks and projects with minimal supervision.

Skills

  • Strong communication skills to convey ideas and proposals effectively.
  • Research proficiency to create policy proposals and understand the landscape of patient navigation and reimbursement.
  • Decision-making skills to analyze situations, determine actions, and address challenges during implementation.
  • Strong writing skills for preparing memos, reports, proposals, and other policy documents.

Specialized Training or Knowledge

  • Background or experience in health economics, health policy, reimbursement, or health services research.

Compensation and Benefits

  • Starting rate: $135,000 to $165,000 annually, based on relevant experience, skills, and geographic location.
