Job Description

* CONTINGENT UPON AWARD *

The Communications Lead develops and executes communication strategies that support Navy transformation initiatives. This role designs messaging frameworks, manages communication cadence and channels, drafts leadership communications, and delivers content that supports awareness, understanding, and adoption of change.

In addition, the Communications Lead manages feedback loops, engagement activities, and change champion networks to ensure two‑way communication and continuous improvement. The ideal candidate blends strategic communication skills with hands‑on content development and stakeholder engagement experience.

Communication Strategy & Planning

  • Design and execute the integrated communication plan, including audiences, messages, channels, cadence, and sequencing.
  • Develop communication strategies aligned with program objectives, change impacts, and classified environment constraints.
  • Maintain communication calendars, message maps, and content plans across workstreams.
  • Ensure consistency of messaging across email, intranet portals, presentations, and leadership engagements.

Content Development

Draft clear and compelling communication products, including:

  • Executive emails
  • Talking points and scripts
  • FAQs and fact sheets
  • Intranet content and knowledge articles
  • Town‑hall and all‑hands meeting materials
  • Briefings, one‑pagers, and campaign collateral

Translate complex technical, operational, or organizational topics into accessible, mission‑focused communications.

Ensure content adheres to security requirements, classification markings, and Navy communication protocols.

Stakeholder Engagement & Feedback Management

Manage feedback loops and two‑way communication through:

  • Listening sessions
  • Surveys and pulse checks
  • Focus groups
  • Change champion networks

Monitor engagement trends, themes, and concerns across military, civilian, and contractor communities.

Support leadership by preparing engagement materials, summaries, and recommended actions.

Measurement & Effectiveness Tracking

  • Develop metrics and dashboards to measure communication reach, clarity, engagement, and effectiveness.
  • Track open rates, participation levels, feedback themes, risk indicators, and change readiness.
  • Analyze data to identify communication gaps and recommend adjustments to messaging and strategy.
  • Provide regular reporting to the Change Management Lead, program leadership, and executive stakeholders.

Operations & Coordination

  • Manage logistics for communication events, town halls, campaigns, and leadership engagements within classified and unclassified settings.
  • Coordinate with security, facilities, IT, and program teams to ensure seamless execution of communication activities.
  • Maintain version control, archives, communication trackers, and content repositories.
  • Support cross-functional collaboration with OCM, training, engineering, technical, and program management teams.

Requirements

  • US Citizen
  • Active Secret Clearance
  • 8+ years of relevant experience creating and successfully implementing communications strategies
  • Bachelor’s Degree
