### About the Role
As the Head Counsel for U.S. Policy Legal (Senior Director), this role delivers strategic legal guidance across Takeda’s U.S. business, focusing on federal and state healthcare programs and policies. The position provides high‑quality legal support related to the evolving governmental healthcare, reimbursement, legislative, and regulatory landscape.
The role serves as a key legal advisor to Takeda’s U.S. Public Affairs organization on healthcare policy matters, trade association engagement, and policy‑driven business strategies. It ensures informed decision‑making by offering authoritative counsel on enterprise risks and opportunities, including their mitigation, escalation, and resolution.
### How You Will Contribute
– Responsible for providing and leading high‑quality legal support related to U.S. government healthcare program policy and reimbursement.
– Provide legal support to relevant Takeda functions, including Takeda’s U.S. Public Affairs organization.
– Affirmatively assess, monitor, and evaluate the evolving external governmental healthcare environment, including Medicare, Medicaid, 340B, and other federal and state programs. Through legal counsel, help guide and shape Takeda’s response to external changes and developments.
– Develop and maintain an active external legal network relating to the evolving healthcare policy landscape.
– Set legal strategy for the relevant functions and act as Takeda’s representative to relevant trade association legal work groups and committees on healthcare matters.
– Help drive cross‑functional strategy development and ensure alignment with legal strategy.
– Conduct sophisticated legal analysis regarding complex and high‑risk issues for the company and business units/functions.
### Minimum Requirements / Qualifications
– Juris Doctorate degree required and bar membership in at least one jurisdiction
– Qualified/admitted lawyer; high academic achievement in the study of law
– Professional training in corporate/commercial law or pharmaceutical/compliance law, gained at a highly regarded law firm
– Minimum 10+ years of experience working in a law firm and as in‑house counsel in the pharmaceutical or biotech industry; in‑depth knowledge of the pharmaceutical industry and U.S. legal affairs
– Deep understanding of the healthcare policy and government reimbursement legal framework, including federal and state healthcare programs
– Profound knowledge of U.S. federal and state drug pricing and reimbursement regulations
– In‑depth knowledge of commercial, compliance, and regulatory matters related to launch, marketing, access, pricing, reimbursement, and commercialization of branded pharmaceutical products, with ability to support global functions
– Experience identifying and addressing strategic, compliance, and enforcement risks
– Ability to understand complex business matters and prioritize tasks within area of expertise

### For Location:
**Massachusetts – Virtual**
### U.S. Base Salary Range:
**$229,600.00 – $360,800.00**
The estimated salary range reflects an anticipated range for this position. The actual base salary offered may depend on a variety of factors, including qualifications, years of relevant experience, unique skills, education level, certifications, professional licenses, and the applicant’s location. The actual base salary offered will comply with state or local minimum wage requirements.
U.S.‑based employees may be eligible for short‑term and/or long‑term incentives. They may also be eligible to participate in medical, dental, and vision insurance; a 401(k) plan with company match; disability coverage; basic life insurance; tuition reimbursement; paid volunteer time; company holidays; and well‑being benefits. Employees are eligible for up to 80 hours of sick time per calendar year, and new hires may accrue up to 120 hours of paid vacation.
