## Summary of Role
We are seeking a **Federal Affairs Manager** (reporting to the Vice President of Government Affairs) to support our advocacy work. This position is responsible for conducting policy research and analysis, developing written policy communications, conducting outreach to congressional offices, and advancing the organization’s legislative and regulatory priorities. The ideal candidate will have a strong interest in public policy, excellent communication skills, and the ability to work collaboratively with internal teams and external stakeholders.
HARDI’s primary policy areas include energy efficiency, climate policy focused on HFCs, business tax policy (including HVACR incentives), and workforce development.
## Key Responsibilities
– Monitor and analyze federal legislative and regulatory proposals that affect industry priorities.
– Prepare policy briefs, legislative summaries, position papers, talking points, and written analysis to inform internal teams and member leadership.
– Support the planning and execution of meetings with members of Congress, congressional staff, federal agencies, and coalition partners to advance advocacy goals.
– Build and maintain strategic relationships with legislative offices, agency officials, advocacy partners, and industry stakeholders.
– Assist with drafting comments, testimony, and advocacy letters, and coordinate submissions on key policy issues.
– Attend hearings, briefings, and stakeholder events to gather intelligence and represent organizational positions.
– Work with external coalitions and grassroots advocates to amplify our policy message and organize collective engagement.
– Track and report on legislative developments for senior leadership and membership audiences.
– Work with public affairs staff to develop grassroots outreach campaigns in support of industry priorities.
– Other duties as required.
## Preferred Qualifications
– Deep familiarity with the federal policy process, including Congress and federal agencies.
– Experience working with coalitions.
– Experience with energy and environmental issues a plus, but not required.
– Ability to communicate complex technical issues clearly to non-technical audiences, including regulators and policymakers.
– Comfort representing the organization in external meetings, hearings, and technical discussions.
## Required Qualification
– Bachelor’s degree and 3–5 years of policy work dealing with federal officials.
## Benefits
Annual salary range: $85,000–$115,000, depending on qualifications
