## Position Summary

The Government Affairs Director/Executive Director position will manage relationships with congressional offices, track and analyze legislative and regulatory developments, prepare advocacy materials, and coordinate high‑impact engagements between policymakers and TDC members. The position requires strong political judgment, excellent written and verbal communication skills, and the ability to move quickly between policy analysis, relationship management, and detailed execution.

The ideal candidate understands how Washington works, is comfortable representing an organization before senior government and industry stakeholders, and can translate complex policy developments into clear, actionable information. This is a hands‑on role within a fast‑moving team and requires someone who is equally comfortable developing an engagement strategy, drafting a congressional briefing memo, and managing the details of a successful fly‑in or policymaker meeting.

## Key Responsibilities

### Congressional and Administration Engagement

– Develop and maintain bipartisan relationships with Members of Congress, congressional staff, Administration officials, and federal agency personnel.
– Represent TDC in meetings with policymakers and communicate the organization’s policy priorities clearly and effectively.
– Identify opportunities to advance TDC priorities through legislation, amendments, hearings, roundtables, letters, briefings, and other government engagement.
– Prepare TDC executives, member companies, and policy leaders for meetings, testimony, briefings, and public engagements.
– Manage meeting follow‑up and ensure commitments, requests, and next steps are documented and completed.
– Experience leading and managing a PAC.

### Legislative and Regulatory Strategy

– Monitor congressional, regulatory, and political developments affecting digital assets, blockchain technology, financial services, and emerging technology.
– Analyze legislation, amendments, agency actions, hearings, and political dynamics to determine their potential impact on TDC and its members.
– Produce clear and timely legislative updates, policy memoranda, talking points, briefing materials, hearing summaries, and advocacy documents.
– Support the development and execution of advocacy strategies around market structure, stablecoins, taxation, financial regulation, cybersecurity, illicit finance, software development, tokenization, and other priority issues.
– Maintain internal tracking systems for legislation, congressional engagement, office intelligence, and policy developments.

### Member Engagement

– Serve as a trusted resource for TDC members seeking information about congressional activity, policy developments, and engagement opportunities.
– Translate Washington developments into practical, business‑relevant insights for member companies.
– Coordinate member participation in congressional meetings, fly‑ins, roundtables, briefings, and other advocacy initiatives.
– Work with TDC’s policy committees and working groups to gather member input and develop consensus‑based advocacy positions.
– Ensure members receive timely preparation materials, logistical information, and meaningful follow‑up after government engagements.

### Advocacy Programs and Events

– Help plan and execute congressional fly‑ins, staff briefings, policymaker roundtables, educational programs, and other government affairs events.
– Recruit and coordinate participation from Members of Congress, congressional staff, regulators, Administration officials, and other public‑sector leaders.
– Manage event‑related outreach, scheduling, briefing materials, run‑of‑show documents, and follow‑up.
– Support TDC leadership during major legislative moments, hearings, markups, votes, and other high‑priority advocacy efforts.

### Cross‑Functional Support

– Work closely with TDC’s policy, communications, membership, events, and executive teams to ensure consistent messaging and coordinated execution.
– Support the development of public statements, congressional correspondence, testimony, comment letters, presentations, and member communications.
– Contribute to organizational planning, reporting, and the evaluation of government affairs priorities and outcomes.
– Assist with other government affairs and organizational initiatives as needed.

## Qualifications

– Three to eight years of relevant experience in Congress, a federal agency, a trade association, a public affairs firm, an advocacy organization, or an in‑house government affairs role.
– Demonstrated understanding of the federal legislative and regulatory process.
– Experience developing and maintaining professional relationships with congressional offices and other government stakeholders.
– Excellent writing, editing, research, and verbal communication skills.
– Ability to analyze complex policy issues and explain them clearly to both policy and business audiences.
– Strong political judgment and an understanding of bipartisan congressional dynamics.
– Proven ability to manage multiple priorities, meet tight deadlines, and maintain attention to detail in a fast‑moving environment.
– Ability to operate independently, take ownership of assignments, and anticipate the needs of senior leaders and member companies.
– Professional discretion and sound judgment when handling sensitive or confidential information.

## Preferred Qualifications

– Experience working on financial services, digital assets, blockchain technology, banking, securities, commodities, taxation, cybersecurity, or emerging technology policy.
– Existing bipartisan relationships with relevant congressional committees and offices.
– Experience supporting congressional hearings, legislative markups, fly‑ins, executive‑level meetings, or advocacy campaigns.
– Familiarity with congressional and stakeholder management platforms.
– Experience working within a membership‑based organization or managing relationships with corporate stakeholders.
– An understanding of how public policy decisions affect business operations, product development, market access, and regulatory risk.
