The Coalition for Humane Immigrant Rights (**CHIRLA**) is a nonprofit organization founded in 1986. ## **Position Description**

The **Deputy Director of National Policy & Campaigns** plays a key role in the policy and advocacy team responsible for planning and executing both long‑term and short‑term directions of the organization’s federal policy agenda. The Deputy Director will collaborate and assist in leading projects to expand and support national policy work across the country.

This role will **co‑lead the federal policy portfolio** with the Deputy Director for Policy and Congressional Affairs, including strategic planning to maintain and cultivate relationships with Members of Congress and the Administration. Responsibilities include briefing Members of Congress and their staff on issues affecting immigrants and their families, and engaging CHIRLA’s membership base to develop and advance policy priorities in Congress. The Deputy Director will also oversee contract lobbyists and policy staff based in the Washington, DC office.

The Deputy Director will serve as a **subject‑matter expert** on immigration and the legislative process, working with CHIRLA’s Policy Department, Legal Counsel, and Director of Policy and Advocacy to analyze and monitor federal policy and its impact on immigrant communities.

This position additionally oversees CHIRLA’s **national campaigns**, including CHIRLA‑led efforts such as the Registry Campaign, campaigns where CHIRLA serves on steering committees, and campaigns where CHIRLA plays an active leadership role. The Deputy Director will also track CHIRLA’s engagement in national networks such as the **Fair Immigration Reform Movement (FIRM)** and the **National Partnership for New Americans (NPNA)**, ensuring active staff participation and regular reporting.

## **Duties and Responsibilities**

### **External Program Priorities**

– In collaboration with the Executive Director, Director of Policy and Advocacy, and CHIRLA membership base, create annual campaign plans across various priorities.
– Advance national campaigns led by CHIRLA in collaboration with CHIRLA leadership.
– Develop legislative, administrative, and budget proposals to advance CHIRLA’s goals and mission.
– Manage CHIRLA’s support/opposition/neutral positions on legislative, regulatory, and appropriation proposals.
– Advance and implement CHIRLA’s goals and objectives as determined by the organization.
– Cultivate and maintain positive working relationships with Members of Congress, Congressional caucuses, agencies, and the Administration.
– Secure regular meetings and provide policy analysis to lawmakers and their staff.
– Represent CHIRLA’s position at committee hearings, press conferences, and legislative meetings as requested.
– Develop and maintain alliances with national immigrant rights organizations to advance CHIRLA’s policy agenda.
– Work with CHIRLA staff to develop and implement advocacy strategies and events (legislative visits, advocacy days, letters, call‑in campaigns, media relations, briefings, actions, etc.).
– Develop policy updates, talking points, action alerts, and sample letters as part of advocacy strategies.
– Provide research and analysis on issues pertaining to immigrant communities.

### **Internal Program Priorities**

– Produce federal legislative research, community‑friendly memos, policy fact sheets, and talking points.
– Execute annual campaign plans across national priorities.
– Develop monthly content for CHIRLA’s *Al Día* policy newsletter.
– Facilitate legislative visits and lobby days engaging directly impacted immigrants.
– Develop CHIRLA’s Executive Director national policy and advocacy proactive engagement agenda.
– Monitor and advance border and binational priority policy issues.
– Evaluate staff and policy interns annually using CHIRLA’s performance measures.
– Monitor, manage, analyze, and summarize proposed or new laws and regulations affecting immigrants.
– Research, analyze, and write policy reports and briefing documents on immigration issues.
– Provide regular updates on policy and campaign work through progress reports and analysis.
– Create a work plan and confer with the Supervisor as needed.
– Ensure CHIRLA leadership is briefed and knowledgeable about CHIRLA’s federal agenda and strategy.
– Meet fundraising and membership goals for CHIRLA’s membership drive and annual Gala.
– Contribute to other program projects as needed.

## **Skills and Qualifications**

### **Required**

– Bachelor’s degree in a related field.
– Minimum five years of legislative experience.
– At least five years of experience in national campaigns.
– Strong research and policy development skills.
– Excellent written and verbal communication abilities.
– In‑depth understanding of the functions of the U.S. federal government.
– Broad strategic vision integrating public policy with an immigration perspective.

### **Preferred**

– Law background.
– Bilingual in English and Spanish (strongly preferred).
– Proven experience in a nonprofit organization or policy firm.
– Engagement in immigrant rights issues.
– Strong knowledge of national, state, and federal policy advocacy stakeholders.

– Support CHIRLA’s fundraising efforts, including annual drives, Gala activities, and film fundraising initiatives.

**Salary & Benefits:** $97,344 to $105,237
**FLSA Classification:** Exempt/Salary, full‑time regular
**Union Status:** Not included in CHIRLA’s bargaining unit (AFSCME Local 4501)
