## Job Summary

The Advocacy, Campaigns & Government Relations Communications leader serves as the enterprise lead responsible for advocacy campaigns, government relations communications, coalition activation, stakeholder engagement strategies, and public affairs initiatives that advance Kaiser Permanente’s legislative, regulatory, business, and reputation priorities. Reporting to the SVP, Government Relations, this leader works in close partnership with State Affairs, Federal Government Relations, Policy & Regulatory Affairs, Community Affairs, External Communications, Market Public Affairs Leaders, and business leaders to influence key stakeholders, mobilize support, shape external environments, and advance enterprise objectives.

The role serves as Kaiser Permanente’s center of excellence for advocacy and campaign strategy, bringing together communications, coalition activation, stakeholder engagement, grassroots and grasstops outreach, digital engagement, thought leadership, events, and third‑party partnerships into coordinated campaigns that drive measurable outcomes.

This leader is responsible for helping identify where advocacy, coalition‑building, and stakeholder engagement can accelerate enterprise priorities, developing the strategies and campaigns required to influence outcomes, and providing the tools, frameworks, and support necessary for successful execution across markets and functions.

Success in this role requires strong political acumen, campaign experience, stakeholder management expertise, strategic thinking, and the ability to translate complex legislative, regulatory, policy, and business priorities into compelling campaigns that mobilize action and drive impact.

## Essential Responsibilities

### Advocacy & Campaign Strategy

– **Integrated advocacy campaigns** — Develop and lead campaigns that advance Kaiser Permanente’s legislative, regulatory, business, reputation, and stakeholder engagement priorities.
– **Campaign strategy design** — Combine coalition activation, communications, digital engagement, events, grassroots and grasstops outreach, thought leadership, and earned media strategies.
– **Strategic opportunity identification** — Partner with Government Relations leadership to identify opportunities where advocacy and public affairs campaigns can shape outcomes.
– **Campaign frameworks** — Develop activation plans, messaging architectures, stakeholder strategies, and implementation roadmaps.
– **Enterprise alignment** — Ensure campaigns align with enterprise priorities and are coordinated across national and market teams.

### Government Relations Communications

– **Communications strategy leadership** — Lead communications strategies supporting government relations priorities at federal, state, and local levels.
– **Cross‑functional partnership** — Partner with Federal Government Relations, State Affairs, Policy & Regulatory Affairs, Community Affairs, and Market Public Affairs leaders.
– **Communications materials development** — Create plans and materials for legislative priorities, regulatory initiatives, policy campaigns, coalition activities, and stakeholder engagement.
– **Messaging frameworks** — Produce briefing materials, talking points, presentations, fact sheets, toolkits, campaign assets, and executive materials.
– **Stakeholder engagement support** — Support engagement with elected officials, policymakers, trade associations, coalition partners, advocacy organizations, and other external stakeholders.

### Coalition Building & Stakeholder Engagement

– **Stakeholder relationship development** — Build relationships with key organizations, trade associations, advocacy groups, employers, community‑based organizations, and industry partners.
– **Coalition activation** — Build and activate coalitions that advance strategic, legislative, regulatory, and business priorities.
– **Third‑party validator strategy** — Identify opportunities to leverage trusted voices to strengthen advocacy efforts.
– **Coordinated outreach** — Partner with State Affairs, Federal Government Relations, Community Affairs, and Market Public Affairs leaders.
– **Visibility and influence** — Strengthen Kaiser Permanente’s credibility among key stakeholder audiences.

### Stakeholder & Political Intelligence

– **Trend monitoring** — Assess legislative, regulatory, advocacy, and industry trends impacting enterprise priorities.
– **Stakeholder mapping** — Create influence strategies and engagement plans.
– **Strategic insights** — Provide recommendations regarding opportunities, risks, coalition dynamics, and stakeholder sentiment.
– **Proactive engagement** — Identify opportunities to engage stakeholders before issues escalate.

### Digital Advocacy & Stakeholder Activation

– **Digital engagement strategies** — Partner with communications, advocacy, and digital teams to develop modern engagement strategies.
– **Scalable outreach** — Build scalable approaches to outreach, education, and activation.
– **Digital tools** — Create digital tools, resources, and campaign assets.
– **Innovative engagement** — Identify approaches that increase participation and influence.

### Market Integration & Execution

– **Market coordination** — Partner with market leaders to coordinate campaign execution and stakeholder engagement.
– **Enterprise frameworks** — Develop enterprise frameworks adaptable to local markets.
– **Resource leverage** — Ensure campaigns use both enterprise resources and local relationships.
– **Best practice sharing** — Share lessons learned across markets and functions.

### Campaign Measurement & Effectiveness

– **Measurement frameworks** — Assess campaign performance, stakeholder engagement, coalition activation, narrative penetration, and digital engagement.
– **Reporting dashboards** — Establish dashboards that provide visibility into effectiveness and engagement trends.
– **Evaluation and improvement** — Recommend improvements based on results and insights.
– **Continuous improvement** — Use data and feedback to strengthen influence.

### Strategic Counsel & Enterprise Partnership

– **Strategic advising** — Advise Government Relations leadership on advocacy, coalition strategy, and stakeholder engagement.
– **Enterprise coordination** — Partner across functions to ensure coordinated engagement.
– **Stakeholder landscape guidance** — Support leaders in understanding stakeholder ecosystems.
– **Policy and organizational alignment** — Ensure efforts advance policy and organizational priorities.

## Basic Qualifications

### Experience

Minimum ten (10) years of progressively responsible experience in advocacy, public affairs, government relations, political campaigns, issue campaigns, coalition management, stakeholder engagement, communications, or related disciplines.

### Education

Bachelor’s degree required in communications, public affairs, political science, public policy, journalism, government, business, or a related field.

### License, Certification, Registration

## Preferred Qualifications

Experience working in a trade association, corporate public affairs organization, political campaign, government office, advocacy organization, healthcare organization, or other regulated industry preferred.

Healthcare experience preferred but not required.
Advanced degree preferred.

Pay Range: $247500 – $309375 / year
