Razom Advocacy, based in Washington DC, is a Razom program committed to advancing policy and legislation for Ukrainian victory and to nurturing community engagement across the United States and Ukraine.


OVERVIEW OF ROLE

Reporting to the Director of Government Affairs, the Associate Director is a senior member of the dynamic Government Affairs team. The ideal candidate will have experience in legislative or government affairs roles, with demonstrated knowledge of the federal policymaking process and ability to translate strategy into execution. Responsibilities include leading a legislative advocacy portfolio, advising on strategic priorities, and executing complex lobbying efforts.

We are looking for an individual who can work both autonomously and as part of a multi-team effort to effectively complete time-sensitive tasks. This person should bring creativity and a proactive attitude to problem-solving and collaborating with others. A deep passion for Ukraine, politics, and government affairs is a must.

KEY RESPONSIBILITIES

  • In collaboration with Government Affairs Director, help shape and guide long-term government relations strategy:
    • Lead and own Razom’s congressional engagement and advocacy strategy within the assigned portfolio areas.
    • Develop comprehensive strategies for Razom’s engagement with the U.S. House of Representatives, aligning it with the evolving needs and the organization’s priorities.
    • Serve as the primary point of contact for relevant Congressional committees and offices, including but not limited to HASC, HFAC, HAC.
    • Build and maintain relationships with members of Congress, congressional staff, and other policy professionals in Washington, D.C., to support and promote Razom’s advocacy agenda.
    • Aid in the productive relationship and collaboration between the GA team and other component parts of Razom Advocacy.
    • Work with the Government Affairs Director on Razom Action’s Congressional strategy; assist with fundraising as needed.
  • Expand and manage external partnerships:
    • Cultivate and maintain strategic relationships with key stakeholders, including industry groups, think tanks, private sector, NGOs, PAC networks, and advocacy groups, to amplify Razom’s advocacy efforts and impact.
    • Represent Razom externally at hearings, briefings, fundraisers, and coalition meetings.
    • Identify new partnership and collaboration opportunities to amplify advocacy.
  • Draft materials and facilitate internal collaboration:
    • Work with Razom subject-matter experts, Public Engagement team, and communications staff to draft written materials for use with internal and external audiences.
    • Collaborate across Razom departments (Public Engagement, Communications & Advancement, etc.) to ensure integrated messaging and coordination on portfolio issues.
    • Facilitate cross-program engagement in legislative advocacy, identifying key champions and opportunities to align voices from Razom Heroes, Health, Relief, Connect, with Razom’s advocacy priorities.
  • Proactively identify and address emerging policy issues, strategic opportunities:
    • Conduct research and analysis to stay ahead of policy developments that could impact Ukraine and advocate for solutions that align with Razom’s mission.
    • Monitor and analyze legislative developments on weapons, sanctions, frozen assets; identify opportunities for additional legislative engagement.
  • Perform other duties as required or assigned by the manager.

QUALIFICATIONS & EXPERIENCE

  • 5+ years of relevant professional experience in legislative or government affairs roles, with demonstrated knowledge of the federal policymaking process.
  • Hill staff or federal lobbying experience required.
  • Deep passion about helping Ukraine win, with a strong understanding of the policy landscape around Russia’s invasion, frozen assets, weapons, foreign aid, and sanctions, and a readiness to turn that passion and knowledge into action.
  • Proven success in building and maintaining relationships with policymakers, coalition partners, and member organizations; ability to communicate effectively with audiences at all levels.
  • Ability to develop high-level government affairs strategy and translate it into executable operational plans.
  • Advanced academic or professional degree in a relevant field preferred.
  • Excellent critical-thinking and communication skills, both written and verbal.
  • Be data-driven where possible and detail-oriented, with an eye for the larger picture and long-term implications.
  • Excellent organizational, project management, and time management skills.
  • Proven ability to work independently, manage multiple projects, and work under pressure in a fast-paced environment.
  • Professionalism, flexibility, punctuality, and cooperative work ethic.
  • Working knowledge of the Ukrainian language is preferred but not required.

LOGISTICS AND BENEFITS

The base salary range for this position is $90,000–$105,000. Razom offers generous paid time off, medical/dental insurance, a 401k plan and unique opportunities for ongoing professional development.

U.S. work authorization required. Razom is not able to provide immigration support or visa sponsorship at this time. This position requires LDA registration. Razom is not an agent of a foreign principal; this position is not FARA registered.

Final salary based on experience and qualifications as well as finalized scope of work.
