SUMMARY

The National Pest Management Association seeks a highly motivated, ambitious, and resourceful individual to serve as the Associate Director of Legislative & Regulatory Affairs. As part of the NPMA policy team, this individual will advocate for the professional pest management industry at the state and local levels. This position reports directly to the Director of Legislative and Regulatory Affairs and works closely with members of the public policy department.

Responsibilities:

  • Review state legislative and regulatory activity via FiscalNote (tracked by Coordinator) and other outlets and alert public policy team to potential issues
  • Interpret and summarize state rules, regulations, bills, and other communications
  • Facilitate legislative and regulatory strategy meetings with representatives of state pest management associations, allied trade associations, and other stakeholders
  • Support state pest management associations with direct lobbying and advocacy efforts
  • Draft and distribute state legislative/regulatory alerts and Voter Voice calls-to-action to Association members
  • Support the facilitation of (virtual) legislative and regulatory monthly updates for public policy-focused association members
  • Support federal affairs efforts as needed, including, but not limited to, meeting with congressional offices/agency staff and contributing to the production and facilitation of NPMA’s annual Legislative Day Conference (fly-in)
  • Design content for state legislative and regulatory affairs programing at NPMA events
  • Prepare and deliver public policy presentations at industry conferences
  • Forecast and identify state-level impacts of federal legislative and regulatory activity
  • Support the Director of Legislative and Regulatory Affairs with fundraising efforts for NPMA’s Industry Issues Fund and Political Action Committee
  • Support the Director of Legislative and Regulatory Affairs with day-to-day management of public policy department Coordinator(s)Staff
  • Build and develop a network of policy contacts
  • Work with allied groups in the DC Metro area and state coalitions
  • Form relationships with state representatives, their staff, and contract state lobbyists
  • Serve as the Association co-liaison for the SPAR (State Policy Affairs Representative) Program
  • Provide state legislative and regulatory updates to NPMA’s Public Policy Committee and Fumigation Committee
  • Contribute to the weekly policy communications email
  • Contribute to industry relations articles (policy, technical, and certification) for internal and external publications
  • Represent NPMA at hearings or public meetings regarding legislative, regulatory or rules impacting the interests of the pest management industry
  • Prepare and deliver testimony for state hearings
  • Assist with committee work and project implementation as needed
  • Other duties as assigned

Qualifications and Experience

  • Strong writing skills, including proofreading and editing
  • Experience writing testimony, regulatory comments and/or legislative drafting
  • Experience tracking bills and regulations and providing summaries
  • A strong commitment to advocating on behalf of public health and business issues
  • Knowledge of pesticide issues and/or understanding of the pest management industry is highly preferred, but not required
  • Proficient in Microsoft Word, Power Point, Excel, Outlook, and Teams
  • Minimum of a bachelor’s degree in a related field
  • 5+ years of public policy experience in U.S. Congress, a state legislature, federal or state agency, company, or a trade association
  • People management/leadership experience a plus, but not required (this role does not formally supervise any individual)

This position is based in Old Town Fairfax, with a hybrid virtual/in-person work schedule. Some travel will be required depending on the Association and Legislative schedules and events.
