The Director of Government Affairs reports to the VP, Government Affairs, and the position will reside in Washington, DC. The Director of Government Affairs manages a portfolio of federal and state legislative and regulatory matters that are significant to the company. The Director works independently and establishes credibility within the function, among internal company stakeholders, and with government officials, and is responsible for direct lobbying on behalf of company priorities.
Responsibilities May Include:
- Build and sustain productive relationships with key agencies, congressional members and staff, House and Senate Committees, as well as trade associations, NGOs, and members of the business community.
- Advocate directly for Phillips 66’s interests with federal executive branch officials, legislators, and at the state level in the Northeast region on priority company issues.
- Act as the Government Affairs representative on internal P66 work teams to identify significant proposed legislation, advise on advocacy strategies, and provide updates on issue developments within assigned portfolios as needed.
- Oversee Executive engagement where appropriate.
- Participate in P66 PAC activities.
Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor’s Degree
- 7 or more years of experience working with federal regulatory/legislative issues
- Possesses a strong working knowledge of the federal legislative/regulatory process for the U.S. House and Senate and Executive Branch; effectively engages and influences the process to achieve assigned company priority goals
- Ability to work in a team-focused environment
- Proven ability to affect the legislative/regulatory policy process
Preferred Qualifications:
- Experience in the fuels area
- Capitol Hill, Executive Branch, or equivalent experience
- Demonstrated experience as an effective communicator with excellent analytical, writing, presentation, and interpersonal skills
- Proven leadership abilities

This position is eligible for the Phillips 66 geographic differential pay program. Details and terms to be conveyed in offer of employment.
Compensation
The base pay range for this role is $198k – $242k depending on a candidate’s relevant work experience and education.
