Position Overview
Energy Transition Capital Management (ETC) is seeking a Director of Federal Affairs to lead its Washington, D.C.–focused government relations and public affairs activities. The Director will develop and maintain relationships with policymakers, congressional offices, federal agencies, and relevant industry stakeholders, with particular attention to federal energy and infrastructure matters affecting ETC and its affiliated development activities in Puerto Rico.Working closely with executive leadership and the Puerto Rico-based team, this individual will translate complex energy, infrastructure, and investment priorities into clear, credible communications; monitor federal policy and funding developments; and coordinate engagement across stakeholders with diverse political perspectives. The position calls for a relationship-oriented professional with demonstrated experience working effectively with both Democratic and Republican offices or administrations. The preferred location is Washington, D.C. or the surrounding metropolitan area, with periodic travel, including to Puerto Rico, as needed.
Key Responsibilities· Develop and execute a federal affairs strategy aligned with ETC’s energy infrastructure investment and development priorities, including its affiliated activities in Puerto Rico.· Build and maintain substantive, professional relationships with members of Congress, bipartisan congressional staff, relevant federal agencies, industry associations, and other Washington stakeholders.· Serve as a primary Washington-facing representative for ETC, coordinating meetings, briefings, coalition engagement, and other federal stakeholder outreach.· Monitor and analyze federal legislative, regulatory, appropriations, and administrative developments affecting energy infrastructure, grid reliability, project financing, permitting, and Puerto Rico.· Provide timely, practical briefings and recommendations to executive leadership on federal developments, engagement opportunities, and potential implications for the company’s projects.· Coordinate closely with ETC leadership, external advisers, and Coquí Power’s Puerto Rico-based government and community affairs counterparts to ensure consistent messaging and complementary federal and local engagement.· Prepare executive briefing materials, policy summaries, talking points, correspondence, presentations, and materials for meetings with federal officials and other stakeholders.· Communicate technical, financial, and policy matters accurately and accessibly to audiences with varied backgrounds and perspectives.· Identify and develop constructive relationships with industry organizations and potential partners on shared federal energy and infrastructure priorities.· Oversee and coordinate external federal government relations advisers as applicable, maintaining clear objectives, reporting, and accountability.· Conduct all government relations activities in accordance with applicable laws, disclosure requirements, and company policies.
Qualifications & Experience
Required· Bachelor’s degree in Political Science, Public Policy, Public Administration, Government, International Relations, Law, Communications, or a related field. An advanced degree, such as a Juris Doctor (J.D.), Master of Public Policy (MPP), or Master of Public Administration (MPA), is preferred.· Substantial experience in federal government relations, public affairs, congressional affairs, federal policy, or related Washington-based roles, with a record of independently managing senior stakeholder relationships.· Demonstrated professional experience engaging effectively with both Democratic and Republican policymakers, offices, or administrations, and an ability to work constructively across the political spectrum.· Established understanding of the federal legislative and administrative process and experience navigating Congress, federal agencies, and Washington stakeholder networks.· Strong strategic judgment, discretion, executive presence, and exceptional written and verbal communication skills.· Ability to understand and communicate complex policy, technical, and commercial issues, coordinate multiple workstreams, and operate effectively with senior leadership.· Ability to work from the Washington, D.C. metropolitan area and travel as business needs require.
Preferred· Knowledge of Puerto Rico’s federal policy landscape, energy sector, public institutions, or related infrastructure priorities, with relevant stakeholder relationships.· Professional experience with energy, electric utilities, infrastructure development, permitting, federal funding, or project finance.· Professional proficiency in both English and Spanish.· Experience coordinating federal and local government affairs strategies and managing external advisers.
