Salary range for this role is $110,000–$190,000. Additionally, FAH offers a discretionary annual performance bonus to eligible employees.

## POSITION SUMMARY

FAH is seeking a highly adaptable policy leader who operates effectively in a small organization and brings strategic judgment and practical execution to a defined portfolio of health policy issues. This role requires the ability to adjust to shifting health care policy priorities while maintaining subject-matter expertise. Successful candidates are strong critical thinkers and collaborative team players who understand how to work across functions, manage projects and timelines, and balance multiple competing priorities.

The Director, Policy leads the development and advancement of policy strategies aimed at strengthening how health care coverage functions for patients and the hospitals that serve them. This role manages a portfolio of issues including, but not limited to, marketplace health insurance oversight and accountability, with a central emphasis on the Medicare Advantage program, and other commercial payment policies impacting hospitals. The position will also be actively engaged in continued implementation and oversight of the No Surprises Act and the independent dispute resolution process.

The Director is responsible for shaping, advocating, and effectively communicating policy positions that advance FAH’s priorities and support its members in an evolving federal policy environment. Reporting to the Senior Vice President, Head of Policy, the Director manages a portfolio of high-visibility issues under tight timelines.

## KEY RESPONSIBILITIES

Key responsibilities include, but are not limited to:

– Maintain expertise in federal statutes, regulations, and oversight frameworks governing health insurance markets, with particular emphasis on the Marketplace, Medicare Advantage, and health plan accountability.
– Design and advance policy proposals—grounded in both quantitative and qualitative analysis—to improve insurer oversight and beneficiary protections, including drafting legislative language, regulatory comments, and policy communications.
– Coordinate closely with FAH member hospitals, external consultants, research teams, government relations staff, and other stakeholders to ensure alignment and effectiveness across initiatives.
– Track and assess evolving market and policy trends, including insurer practices, Medicare Advantage growth, and federal and state oversight developments, and regularly brief FAH leadership and members on their implications.
– Translate complex policy changes affecting the marketplace and Medicare Advantage into clear, actionable member resources, such as issue briefs, fact sheets, and FAQs.
– Partner with FAH communications staff to develop public-facing materials, including talking points, backgrounders, and visual explainers.
– Work with FAH’s federal advocacy team to support congressional and administration-focused strategies that advance FAH’s policy objectives.
– Engage directly with FAH members through one-on-one meetings, small group discussions, and presentations at member convenings, supporting both strategic engagement and issue-specific case work.
– Support FAH committee activities, including the Managed Care Committee, through the development of agendas, briefing materials, and presentations.

## QUALIFICATIONS

– Bachelor’s degree required; advanced degree in law, public policy, health policy, economics, public health, or related field preferred.
– 5–10 years of experience, preferably in the MA, commercial insurance, or health insurance coverage space. Strong understanding of payor and/or hospital revenue cycle, transaction standards, managed care contracting, and awareness of the state and federal laws that govern such transactions.
– Excellent writing, communication, and presentation abilities.
– Ability to manage multiple projects in a fast-paced environment.
