## RTX Government Relations, Federal Affairs, Defense Lobbyist

This position will lead a service‑account–focused federal government relations lobbying portfolio for all three RTX businesses (Collins, Pratt & Whitney, and Raytheon). This lobbyist will foster relationships with the U.S. government (Executive and Legislative Branches) and internal RTX business leaders while raising the RTX profile. The role develops overall RTX government relations strategy with an emphasis on the assigned service/capability portfolio across all three business areas, and promotes and oversees RTX service legislative priorities to the Intelligence and Appropriations Committees of both the House of Representatives and the Senate.

## What You Will Do

– Lead service/capability‑related Appropriations government relations efforts throughout the U.S. by identifying and supporting policymaking and funding opportunities that advance the objectives and successful execution of the service/capability programs of all three business units. Develop and implement a comprehensive government relations strategy related to the portfolio to achieve RTX legislative priorities, particularly additional funding from the Appropriations Committees of the House and Senate.
– Advise the Presidents of the three RTX business units and other senior business leaders on federal legislative matters that may affect the successful execution and funding of their programs.
– Develop and maintain relationships with key U.S. government customers/officials to identify opportunities of aligned interest, shape requirements, and influence laws and regulations in support of all RTX products and services.
– Collaborate with the Appropriations Team Lead to enhance RTX’s presence in Washington, DC regarding assigned programs and create a national platform on which program positions, needs, and priorities can be articulated.
– Provide insight, guidance, and support to RTX program managers, their direct reports, the Senior Vice President for Global Government Relations, and key company leaders on program standing related to budgetary, legislative, and regulatory matters being considered by Members of Congress, their staffs, and the Appropriations Committees.
– Coordinate and integrate Appropriations legislative affairs activities with all other lobbying activities across Global Government Relations.
– Build and maintain strong relationships with internal business functions and proactively keep them informed about political, legislative, and regulatory developments impacting Army programs.
– Coordinate internally with the Appropriations Team Lead and the Manager of RTXPAC to develop a strategy and attend events in support of the company’s political action committee.
– Represent RTX interests on Capitol Hill at hearings, help prepare company leaders for Hill testimony when required, and provide briefings to Members of Congress, their staff, and key Congressional committee professional staff on RTX programs.

## Qualifications You Must Have

– Typically requires a University Degree or equivalent experience and a minimum of 12 years of prior relevant experience, **or** an Advanced Degree in a related field and a minimum of 10 years of experience.
– Minimum 10 years of relevant experience working with Members of Congress, their staff, and committees (RTX considers several factors when extending an offer, including years of experience and advanced degrees).
– Active Top Secret Security Clearance.
– Knowledge of defense legislative processes and associated funding mechanisms such as annual appropriations bills and the National Defense Authorization Act.
– Previous experience working on Capitol Hill, especially on annual appropriations bills.

## Qualifications We Prefer

– Ability to operate independently across a highly matrixed organization, with strong research, writing, and communication skills.
– Knowledgeable in U.S. military concepts, programs, and terminology.

## Compensation

**Salary Range:** 172,900 USD – 328,700 USD
This range is a good‑faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including role, responsibilities, experience, location, education/training, and key skills.

Hired applicants may be eligible for benefits including medical, dental, vision, life insurance, short‑term disability, long‑term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits depend on the business unit and whether the position is covered by a collective‑bargaining agreement.

Hired applicants may also be eligible for annual short‑term and/or long‑term incentive compensation programs depending on position level and collective‑bargaining status. Payments under these programs are not guaranteed and depend on individual, business unit, and/or company performance.

This is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
