## Role Overview

This role executes strategies that advance BCBSA’s legislative and regulatory objectives, advocating for BCBSA’s policy priorities. It involves developing and maintaining productive relationships with Members of Congress and their staff, Administration staff, and key stakeholders, representing BCBSA at both official and political events.

This position collaborates across the Association and with the Plans to inform strategies for issues impacting Plan business while staying abreast of the range of health policy issues that directly impact the insurance industry. Additionally, it involves collaborating with Federal Affairs to execute strategies and action plans for the use of Plan resources at the federal level.

## Key Responsibilities

– **Develop Congressional Relationships** — Foster and strengthen relationships with key Members of Congress, Congressional Committees, Caucuses, and Congressional staff. Engage in federal lobbying activities with Members of Congress, Committees, staff, the White House, federal agencies, and health‑related organizations to influence legislative and regulatory developments on priority issues. Represent the BCBSA brand positively through official and political engagements.

– **Monitor Congressional Activity** — Track congressional actions affecting Plan business and proactively identify opportunities for BCBSA engagement with Congress and the Administration. Collaborate with federal lobbyists, state lobbyists, public affairs, political staff, and policy/communications teams to execute legislative and lobbying strategies.

– **Educate and Inform Stakeholders** — Provide written and oral presentations on congressional processes, legislation, and political issues impacting Plan business. Offer strategic political insight on policy priorities. Participate in interdepartmental groups to develop legislative positions. Support coalitions, leverage consulting resources, and drive execution of strategies on priority issues.

– **Maintain Policy and Business Understanding** — Maintain a comprehensive understanding of Plan business interests, Blue system policy goals, and the impact of legislation.

– **Collaborate with Political Affairs** — Work closely with Political Affairs staff to ensure effective use of BluePAC and corporate funds in developing relationships with Members of Congress critical to BCBSA’s agenda. Continually develop and implement new approaches to relationship building.

## Posting Range

$147,958.00 – $212,824.33

## Qualifications

### Education

– **Required Education** — Bachelor’s degree in Political Science, Government Relations, Public Administration, Public Policy, Law, Business, or related field; or equivalent work experience.
– **Preferred Education** — Master’s degree in Health Policy, MBA, Legislative Affairs, or Political Management.

### Experience

– **Required Experience** — 7+ years working in Congress, the Executive Branch, or government affairs.

### Knowledge, Skills, and Abilities

– **Health Policy Knowledge** — Understanding of the health care industry and the federal legislative and regulatory environment, including insurance issues and policy developments.
– **Policy Analysis Skills** — Ability to synthesize complex problems and public policy issues, identify business implications, and advocate for recommended outcomes.
– **Collaboration Skills** — Demonstrated ability to collaborate in groups with knowledge of congressional processes and procedures.
– **Strategic Thinking** — Strong analytical and strategic thinking skills to influence decision‑makers and meet objectives in a dynamic environment.
– **Influence and Negotiation** — Ability to influence, negotiate, and persuade others with strong judgment and political acumen.
– **Communication and Organization** — Strong organizational, verbal, and written communication skills, including project management, planning, and presentation abilities.

## Compensation & Benefits

The posted salary range reflects the lowest to highest amount BCBSA believes it would pay for this role at the time of posting. Actual compensation may vary based on competencies, education, qualifications, certifications, experience, skills, seniority, performance, travel requirements, and organizational needs.

This role is eligible for annual bonus incentive pay.
